At the same time, to encourage and motivate cadres, civil servants, public employees and employees to have specific and practical public administration reform models and activities to build a clean, strong, transparent, modern and effective public administration.
This is also an activity that contributes to maintaining the Public Administration Reform Index (PARINDEX), improving and enhancing the Governance and Public Administration Performance Index (PAPI) and the Satisfaction Index of Public Administration Services (SIPAS) of Hanoi city. Timely to praise and reward collectives and individuals with outstanding and typical achievements in Public Administration Reform.
The movement was launched to all departments, divisions and units under the Department; cadres, civil servants, public employees and employees working in departments, divisions and units under the Department.
Contents of the emulation movement for the implementation of targets and tasks on institutional reform, administrative procedure reform; reforming the organizational apparatus, reforming the civil service regime, reforming public finance, building e-government and digital government according to the Department’s annual Public Administration Reform Plan; The work program of the City Party Committee on the content “Promoting Public Administration Reform”, the City’s plan for the period 2021-2025, focuses on the following contents:
(1) Review and systematize state management documents of the Culture and Sports sector to ensure the legitimacy, synchronization and conformity with the industry’s practice.
(2) Improve the quality of public administration service delivery and the quality of public services; effectively deploy the one-stop-shop mechanism, the inter-linkage one-stop-shop mechanism; review, simplify, publicize and make public administrative procedures transparent.
(3) Reform the organizational apparatus, effectively implement the City’s programs and plans on reviewing, reorganizing and consolidating professional agencies and public non-business units under the Department, piloting certain new models of apparatus organization associated with implementing the policy of downsizing the payroll; to speed up the implementation of the mechanism of autonomy and self-responsibility in non-business units, and to socialize public services; improve the quality of training and fostering the contingent of cadres, civil servants and public employees, perfect the assessment and commendation of cadres, civil servants and public employees.
(4) Strictly implement discipline and administrative discipline, the City’s work topics, strengthen inspection of civil service, focus on unscheduled inspection, re-check the shortcomings and limitations pointed out from the previous inspection.
(5) Emulate at proposing solutions, initiatives and models in performing PAR tasks to create breakthrough changes, bring practical effects, improve the satisfaction of organizations and individuals for the service of state administrative agencies.
(6) Emulate the construction and development of e-Government, Digital Government, with high efficiency in IT application, digitalization of administrative procedure settlement results; accelerate the implementation of information systems, core databases and change industries as the foundation for the implementation of the City’s online public services at levels 3 and 4; propagate and guide people and businesses to use online public services and public postal services in handling public administrative procedures.
The Department also requires departments, divisions and units under PAR unit according to their specialized fields to review the processes and procedures for carrying out public administration reform work.
To maintain regular inspection, self-inspection and urge the implementation of targets in the implementation of public administration reform tasks related to departments and units; properly and fully comply with regulations on grassroots democracy, especially financial publicity and transparency, internal spending regulations, estimates and finalization of annual budget expenditures; conduct thrift practice and waste combat.
To strictly implement the monthly evaluation and work quality assessment of cadres, civil servants and public employees of departments, divisions and units.
Departments, divisions and units take the results of the implementation of the emulation movement as a basis for evaluating and commenting on annual rewards for collectives and individuals of their units.
