According to the Directive, in recent years, the prevention and control of domestic violence have achieved certain results: the awareness of the community, authorities and mass organizations has been increasing the measures of prevention, control, criticism and judgment of acts of domestic violence that have been implemented in the community to be increasingly effective; The number of domestic violence cases tends to decrease, people’s awareness is gradually changing positively and there are advanced role models. However, there are still limitations and shortcomings such as Domestic violence still occurs in many places with different subjects; the nature of domestic violence cases is increasingly sophisticated, complicated and unpredictable. Domestic violence has been affecting the traditions, customs, morality, lifestyle, cultural behavior, security, social order, causing discontent in social public opinion.
The cause of the above situation is that many agencies, authorities and mass organizations have not clearly defined the responsibilities of organizations and individuals in the implementation of policies and laws on prevention and control of domestic violence. The communication of the behavioral culture, prevention and control of domestic violence is not regular, abundant, diverse and extensive. The staffs in charge of family work are still lacking and weak in professional skills, there is no team of family collaborators at the locality.
To promote the prevention of domestic violence in the coming time, the Prime Minister has requested the Ministry of Culture, Sports and Tourism to actively coordinate with the media and press agencies to intensify communication of policies and laws on domestic violence prevention and control; education of ethnics, family lifestyle; criticize and condemn acts of violations of the law on prevention and control of domestic violence.
In addition, organize fostering to improve professional knowledge and skills for officials in charge of domestic violence prevention and control at all levels. Organize and effectively implement the national network on domestic violence prevention and control at all levels; research and set up emulation groups about family affairs.
Moreover, chair and coordinate with relevant agencies to build a national database of families including domestic violence prevention and control. Review and evaluate “National action plan on domestic violence prevention and control until 2020” to be proposed the Prime Minister Program for the next period.
