Effective Implementation of the “Cultural Standard Agency, Unit, and Enterprise” Model

In recent times, the Hanoi Federation of Labor (HFL) has directed trade unions at all levels to continuously promote the campaign “Building an Industrial Cultural Lifestyle among Capital City Workers, Public Employees, and Laborers” and “Building Cultural Standard Agencies, Units, and Enterprises.” Among these, the construction of cultural standard agencies, units, and enterprises has achieved many practical results, contributing to the enhancement of the cultural life of workers, public employees, and laborers and fostering the image of elegant and civilized Hanoi citizens.

The Ha Dong District Labor Federation has coordinated with relevant departments and divisions to inspect and evaluate the implementation of the “Cultural Standard Agency, Unit, and Enterprise” construction in 2024.

In accordance with Program No. 06-CTr/TU of the City Party Committee, the HFL has implemented the construction of a cultural environment within agencies, units, and enterprises by concretizing it through the model “Cultural Standard Agency, Unit, and Enterprise,” linked to “Building an Industrial Cultural Lifestyle among Capital City Workers, Public Employees, and Laborers.” The establishment of the title “Cultural Standard Agency, Unit, and Enterprise” creates diverse and abundant models of agencies, units, and enterprises with a cultured working environment, orderly and scientific working styles and conduct of officials, public employees, and laborers, thereby shaping the image of an elegant, civilized, and modern capital city. Agencies, units, and enterprises actively registered to participate and, based on their functions and tasks, developed standards for cultural standard agencies, units, and enterprises in accordance with regulations and suitable to their actual situation. Inspection, assessment, and evaluation were implemented seriously. As a result, this initiative has become a vibrant movement, widely implemented by trade unions at all levels through diverse and varied forms, integrating into the lives of workers, public employees, and laborers within agencies, units, and enterprises. The sense of responsibility of union members, workers, public employees, and laborers has been enhanced, thereby contributing to the image of an elegant, civilized, and modern capital city.

In recent times, trade unions at all levels in the capital have focused on effectively promoting the movement to build cultural life among workers, public employees, and laborers. Cultural, artistic, and sports activities have been organized in diverse forms, with rich content tailored to the characteristics and needs of each profession, agency, unit, or enterprise. Cultural, artistic, and sports activities, along with political, ideological, ethical, legal, and lifestyle education, have been organized extensively, attracting and mobilizing an increasing number of union members and workers to participate, thereby enhancing the quality and effectiveness of trade union activities in building a comprehensive and strong Vietnamese working class.

Trade unions at all levels have maintained the operation of exemplary cultural models such as “Self-Managed Worker Dormitory Teams,” “Worker Cultural Activity Points,” and “Sports and Cultural Clusters,” while also implementing many new models, including “Ho Chi Minh Cultural Space,” “Trade Union Relaxation Corner,” “Green Space & Trade Union Relaxation Corner,” and “Mobile Rest Houses for Environmental Workers.” These are effective and meaningful models for union members and workers.

Cultural, artistic, and sports activities have received significant attention from trade unions at all levels. In 2024, over 480,000 union members and workers participated in cultural and sports activities and artistic performances organized by trade unions; 6 new Worker Cultural Activity Points were established, bringing the total number of such points across the city to 67; 10 new Trade Union Bookcases were established, and 354 legal bookcases in worker dormitories and over 2,000 legal bookcases in enterprises were efficiently managed and utilized; the activities of 35 sports and cultural clusters and 92 self-managed worker dormitory teams were maintained.

During the 2023-2024 period, 45 upper-level direct trade unions conducted inspections, appraisals, and recommended the recognition of 2,784 dossiers. A total of 2,780 units were recognized as “Cultural Standard Agencies, Units, and Enterprises,” with 44 out of 45 upper-level trade unions exceeding the assigned ratio. From 2016 to 2021, 232 agencies, 485 units, and 78 enterprises in the city were recognized with the titles “Cultural Standard Agency,” “Cultural Standard Unit,” and “Cultural Standard Enterprise.”

HFL Awards Certificates of Merit to Groups with Outstanding Achievements in Implementing the “Cultural Standard Agency, Unit, and Enterprise” Work in 2024

At the conference honoring outstanding groups and individuals in the 2024 cultural and sports movement, as well as units achieving the title “Cultural Standard Agency, Unit, and Enterprise,” 4 groups and 4 individuals were awarded Certificates of Merit by the Vietnam General Confederation of Labor for their outstanding achievements in the 2024 cultural and sports emulation movement. The Hanoi HFL also awarded Certificates of Merit to 4 groups and 6 individuals with notable achievements in this field. Notably, 20 groups were honored for their exceptional contributions to the implementation of the “Cultural Standard Agency, Unit, and Enterprise” construction.

These results demonstrate the efforts of agencies, units, and enterprises in building the cultural title and affirm the important role of trade unions at all levels in cultivating cultural life, improving the quality of living and working conditions for laborers, and contributing to the socio-economic development of the capital.
