Accordingly, the City People’s Committee assigned the City Police to direct the Traffic Police force; District, town and district police, Commune, ward and town police to strengthen patrols and control and strictly handle violations of traffic order and safety on roads, railways and waterways; focus on handling violations that are the direct cause of traffic accidents and traffic jams such as violating regulations on alcohol concentration, drug use, over-speeding, and driving incorrectly part and lane of the road, driving in the opposite direction, stopping and parking illegally,…; promptly prevent and strictly handle vehicles carrying more than the prescribed number of people, illegal racing cases, and gatherings that disrupt public order; coordinate to ensure traffic safety at river crossings, tourist wharves, waterways, rivers and water areas where festivals are held.

The Department of Transport directs agencies, affiliated units and transport business units to have plans to ensure transport capacity, quality and safety for passenger and cargo transport activities, especially passenger transport services by road and waterway during the Tet holiday; minimize flight delays and cancellations; prevent passengers’ failure to return home in time for Tet due to lack of transportation; strictly handle organizations and individuals with “unverified vehicles”, “temporary stops” and illegal increases in ticket prices. At the same time, investors and contractors are directed to ensure safety conditions for traffic infrastructure projects; promptly repair damaged road sections and landslides caused by floods; review to add traffic signaling systems and reflective warning devices at intersections, roads with high slopes, narrow curve radius, and limited visibility; coordinate with relevant agencies to prevent traffic congestion at toll stations and airports.
In addition, it is to urgently complete the upgrading, repair and maintenance of key traffic routes in the urban area, return the roadbed to serve people’s travel (completed 1 week before the Lunar New Year holiday); have a plan to organize, regulate, and divide traffic flow, promptly clear and prevent prolonged congestion when there are traffic incidents or accidents, especially before and right after the Lunar New Year holiday on main routes into and out of the inner city, routes connecting to stations, airports, ports and Spring Festival areas.
The City People’s Committee assigned the People’s Committees of districts and towns to direct agencies and functional forces to strengthen propaganda and mobilize people to comply with legal regulations on traffic order and safety; proactively have plans to organize safe and smooth traffic, especially on routes and areas with high risks of traffic accidents and traffic congestion in the area; review locations and areas at high risk of landslides and increase warnings on locally managed roads. At the same time, it is to direct businesses and educational and training establishments in the area to proactively coordinate with transport units to organize the sale of train and bus tickets directly to workers, laborers and students returning home to welcome Tet.;
Department of Transport and People’s Committees of districts and towns are responsible for widely publicizing on the mass media the hotline phone number to receive feedback from people on the situation of traffic order and safety, coordinate to resolve and promptly resolve traffic incidents and accidents, organize duty, assign competent people to organize duty 24/7, report on the situation of ensuring traffic order and safety during the 7-day Lunar New Year of Dragon holiday.
The Department of Information and Communications directs press agencies in the City to increase the time of propagating and disseminating traffic safety laws during the New Year, Lunar New Year of Dragon and Spring Festival 2024; give instructions on safe traffic skills, especially on highways; regularly update information on traffic accidents, traffic jams, information to support people’s travel during the Tet holiday, as well as warnings about high-risk areas of traffic accidents on roads, railway crossings, inland waterways, main traffic routes, key traffic hubs, and areas where events and festivals are held.
The Department of Health is responsible for directing medical examination and treatment facilities in the City to strengthen forces, vehicles, medical equipment, and medicines to ensure the highest ability to treat accident victims of traffic accidents, minimizing human damage in case of traffic accidents.
