As scheduled until 2025, Dong Da district will enhance and invest in the library systems at all levels from districts and wards to institutions, units and schools, increase forms of approach and use information technology and knowledge, especially, elevate the effect of reading culture, strive to achieve 80% of students and learners at educational establishments who regularly use the library system. The improvement of reading skills will be implemented through propagating, training and instructing skills of acquiring and using information and knowledge, and encouraging each family, residential area and school to build the reading culture… It is required to encourage the development of private libraries, family and clan bookcases and study promotion bookcases, strive to have at least 01 bookcase or library in each agency, business, apartment building and hotel, strive for 40 -50% of people with skills of acquiring and using information and knowledge through reading, and strive for 85% of library users with skills acquiring and using information and knowledge through reading to serve for learning, working, research and entertainment.

Dong Da District aims to strengthen library activities, strives to achieve a rate of 1 book/person in the public library system and 04 books/reader/year on the average. The district also strives for 100% of educational institutions at all educational levels to have libraries with appropriate materials, of which 100% of primary schools and 90% of secondary and high schools have libraries meeting the required standards and 90% of public libraries have comprehensive materials capable of serving all kinds of readers including children and people with disabilities and creates opportunities for them to access publications with suitable forms. Every year, Dong Da district will organize activities and events to spread reading culture such as reading festivals, book study contests, storytelling by books, participation in the city’s book events… to create favorable conditions for all people to access many types of books.
The objectives of Dong Da district set from now to 2030 are as follows: to build every citizen’s habit of reading and skills to access and use information for learning and entertainment; to promote propaganda to raise awareness of levels, sectors, social organizations and people about the meaning and importance of the development of reading culture; to invest in developing and improving the quality of the district and ward library system into information, cultural and educational centers for the community, to develop habits and equip reading skills and methods for people, to promote social activities to develop reading culture, foster and improve the quality of human resources serving for reading culture activities, particularly training and improving professional skills of those working in the libraries; to review and invest to improve the quality of the school library system and the operational efficiency of libraries, community reading rooms at community learning centers, community houses…; to promote the rotation of books, newspapers and documents from the District to community service facilities.
