With the aim of holding festivals on the municipal area in a safe and thrifty manner to create an exciting and inspiring atmostphere for the city folks in the wake of the new year’s celebrations, recently Deputy Chairman of Ha Noi People’s Committee Mr. Ngo Van Quy has signed and issued the document No. 7450/UBND-KGVX on the implementation of the management and organization of festival for 2017.
Tightening control over the management and organization of major festivals
Ha Noi People’s Committee has requested the Director of Culture and Sports of Ha Noi; heads of relevant City Departments, Agencies and Branches; Chairmen of Districts and Towns to carry out propaganda campaigns and strictly observe Ha Noi Municipal Party Committee’s Directive No.03-CT/TU on strengthening of all-level Party Committees’ leadership in the management and organization of festivals; and the Decision No. 07/2012/QD-UBND of Ha Noi people’s committee on the excercise of civilized way of life in the holding of wedding, funeral and festival, as well as other pertaining Directives from the Central level. Being tasked as the direct supervisors, they are requested to resolutely handle moves in violation of the regulations on festival holding, notably in terms of big festivals as: Dong Da Mount, Perfume Pagoda, Hai Ba Trung Temple, Soc Temple, Co Loa Temple, Va Temple, Tram Pagoda, Tram Gian Pagoda, Thay Pagoda, Thang Long Four Imperial Court Officials, Tay Ho Temple and the other festival in Ha Noi’s area.
According to this release, the Department of Culture and sports of Ha Noi has been tasked to advise Ha Noi People’s Committee in the forming of an inter-agency inspection team whose duties will be checking the management and organization of festivals in the entire area of Ha Noi, allocating responsiblilities to each team member to be accountable before Ha Noi People’s Committee to the specialized aspects under their control; at the same time, it will be proposing the units worthy of commendation and reward for their outstanding performances; and on the other give warnings or criticism at those who have not done well.
More inter-department inspection teams be dispatched for the festival management and organization work
Districts and towns are also to establish their inter-agency inspection group to direct the management and organization of festivals at the site in conformity with the set regulations, i.e keeping close control of both the organization of spiritual ceremony as well as festivals’ games, arranging properly the meeting points for visitors, severely dealing with the state of price hike or price forcing, tourist touting, begging, theft and pocket picking; maintaining security, safety and order; prevention of fire and explosion; upkeeping and preserving relics, religious sites and the festival’s surroundings; stopping the acts of the small note changing, fortune telling, gamblings practiced in all forms. Besides, it is also emphasized all the entertainment and leisure sites within the festival should be publicized clearly and well organized; festival participants be guided to burn votive papers at the right places; donation money be managed and used openly, transparently and appropriately.
