The Ministry of Culture, Sports, and Tourism has assigned the Performing Arts Department as the standing agency responsible for overseeing the process of drafting a Decree on encouraging the development of literature. This will ensure the procedures and processes follow the regulations of the Law on the Promulgation of Legal Documents. The department will work in coordination with various departments, units, and relevant organizations (both inside and outside the Ministry) to develop the draft Decree.

The Performing Arts Department is tasked with organizing meetings for the drafting committee and editorial team to gather opinions on the draft Decree, consulting with ministries, sectors, People’s Committees of provinces and cities, as well as agencies, organizations, and individuals subject to the Decree’s regulation. It will compile opinions, address concerns, and finalize the draft Decree after consultation and workshops. Additionally, it will prepare the draft Decree’s documents, such as proposals, reports, and ensure the necessary material conditions for the drafting committee and editorial team to complete their tasks.
The Department of Legal Affairs will cooperate with the Performing Arts Department during the drafting process to ensure compliance with the Law on the Promulgation of Legal Documents.
The Hanoi Union of Literature and Arts Associations presented awards to authors who won the A prize in the 2024 “Hanoi – Renewal and Development” Literary and Artistic Creation Movement.
The Ministry requires the procedures and processes for enacting the legal document to adhere to the Law on the Promulgation of Legal Documents and the Decree detailing some provisions and measures for the implementation of this law. It should ensure constitutionality, legality, unity, and consistency of the legal documents system related to encouraging the development of literature in alignment with the current practical situation. Specific tasks, completion deadlines, and responsibilities of the agencies involved in the drafting process will be clearly defined.
During the drafting process, close coordination between agencies both within and outside the sector is required. Timely assistance and resolution of challenges and obstacles must be provided to ensure the Decree is presented to the government in the second quarter of 2025.
