In the past years, apart from serving readers as tasked in the form of on site reading and borrowing, Ha Noi Library has always attached importance to outside service activities, creating favourable conditions to readers in the Capital through books transfer and mobile library “Wheel of knowledge”.
Investment for the development of a fund of documents and an inventory of books and newspapers to be distributed to the network of grassroots libraries in meeting the studying and recreational requirements of the public was and is being made with much concerns. Currently, there is a total of 76,837 publications which have been treated professionally and scientifically arranged to make it easier for transfer. The content and formality of books and newspapers for transfer are suitable to intellectual standards of the people, objectives, customs and practices, natural characteristics and economic growth rate of each locality on the area. In order for the book transfer effectively made, Ha Noi library has always been in close collaboration with the local libraries of districts, towns to identify locations, transfer shedules as well as conduct surveys of factual demands in each place to make sure that is appropriately satisfying people’s requirements. Averagely, every year the library has handled 2 rounds of transfer to over 130 book cases, about 200 to 250 publications for each.
In 2016, in implementing the plan of Ha Noi Department of Culture and Sports on the joint organization of cultural, art and sports activities at Suoi Hai prison camp in Ba Vi district, under which there includes establisment of a bookcase for prisoners, Ha Noi library has made the transfer of more than 500 publications whose contents vary richly in political, social, legal, scientific, technological, literatural aspects, etc … for use at the camp’s library.
Apart from the network of grassroots libraries, Ha Noi library has also paid its great concern to helping and developing private libraries in service of the community. Ha Noi library has transferred its books to Nguyen Ba family’s private library (Co Do commune, Ba Vi district), Hung Phuc private library (Dong Mai ward, Dong Da district) …

Though facing numerous difficulties, movement cadres of the municipal library have effectively teamed up with the grassroots ones in carrying out the books transfer to grassroots bookcases and libraries, though which making substantial contribution to shaping the reading culture, raising the intellectual level and cultural spiritual life, nurturing ethics and building wholesome lifestyle for the Capital’s readers.
Ha Noi library is one of the leading units in the launch of mobile library in an effort to creating a reading movement among the kids and teenagers. It has built the model of mobile library with the financial support of Singapore International Fund (SIF) and Keppel Land Group. In March 2011, the project named “Mobile library – knowledge wheel” officially started its operation at the primary schools of 8 outer city districts of Ha Noi. After 3 years (from 2011 to 2013), it has managed to attend to 121 primary and secondary schools with 383,100 book borrowings. The mobile library has contributed to bringing knowledge and lifting up the cultural spiritual life to children living in remote areas. At the same time, it has been able to make them accustomed to the habits of reading, information inquiring, self-studying; by doing so, shortening the gap of cultural perception level between the kids living in the inner and outer of Ha Noi.
Upon the project completion, Ha Noi library has been continuing to maintain the mobile library’s activity to serve pupils of the primary schools in the area of Ha Noi. After 2 years operating independently, Ha Noi library has attended to 59 schools at 17 outer districts of Ha Noi with the number of 49,900 pupils and 149,700 book transfers.

For the past years, the library’s cadres have unceasingly been stepping up the movement on bringing culture to the grassroots, helping build among the public, especially the kids and teenagers the reading habit. By doing so, it helps nourish and develop the reading culture in a larger and deeper extent, step by step shaping a reading society and doing after books and newspapers.
