According to Deputy Secretary of the City Party Commitee Dao Duc Toan, regarding the significance and importance of Resolution No. 25-NQ / TW, after five years of implementation of public relations in the city, there has been many positive changes with the outstanding results, for example, Leadership of the City Party Committee and the party committees at all levels regarding public relations features many innovations, contributing to promoting the core role of great national unity bloc of the Party. The City Party Committee and party committees at all levels have actively improved their leadership, adjusted the way and working style in the direction of focusing on people, beging close to people, undestanding people, learning from people and being responsible for people. The Party’s directives and resolutions on public relations has been implemented in the synchronous and speedy manner.

The operational quality of the Fatherland Front, socio-political organizations has been increasing, attracting a large number of members. In addition, the campaigns and the patriotic emulation movement has developed in widespread and deep way, which has contributed positively to the cause of industrialization – modernization of the capital.The Party committees at all levels have paid attention and carried out effectively the ideological and political education; The staffing including evaluation, training, fostering and use of officers has bên in accordance with the staffs’ capacity, quality and requirements of the tasks and the officer rotation. The City party committee and Party committees at all levels have effectively focused, consolidated and organized the system, agencies and political systems from the city to grassroots level; Leadership and guidance have not only ensured the political orientation and compliance with the law, but also promoted the active role and suitability with the functions, tasks, purposes and Articles of Association of each organization. In addition, the public relations have been focused on by the City government at all levels to handle effectively the social security issues, contributing to the strengthening of the relationship between the Party, the State and the people in the spirit of “Try to do what is good for the people and try to prevent what is harmful for the people”. The reform of administrative procedures has been strengthened.
