Hanoi Implements Assessment of Administrative Reform Index for 2025

The People’s Committee of Hanoi City has just issued Plan No. 307/KH-UBND to implement the assessment and self-scoring to determine the Administrative Reform Index (ARI) for 2025. This is an annual activity of significant importance to comprehensively measure the city’s administrative reform results across fields, criteria, and sub-criteria as prescribed by the Ministry of Home Affairs, while ensuring that the assessment is conducted honestly, objectively, and with complete supporting document.

According to the plan, departments, agencies, and affiliated units such as the Office of the City People’s Committee, the Public Service Center, Hanoi Tax Department along with Departments of Justice, Finance, Science and Technology… will conduct self-assessment according to the appendices specified for the tasks they are responsible for and submit reports to the Department of Home Affairs before January 2026. At the same time, the city will organize sociological surveys with multiple target groups, including deputies of the People’s Council, leaders of specialized agencies, commune-level authorities, citizens, and enterprises to collect objective external evaluation opinions in accordance with the SIPAS process of the Ministry of Home Affairs. Coordination of sociological surveys and completion of survey forms will be ensured.

The City People’s Committee requests the Office of the National Assembly Delegation and the City People’s Council; requires the Departments, agencies equivalent to Departments, and the People’s Committees of communes and wards assigned tasks to coordinate with the Department of Home Affairs in organizing the sociological surveys. Specifically: to provide accurate lists of survey subjects; conduct surveys and investigations as required by the Ministry of Home Affairs, ensuring sufficient number of survey forms and adherence to the timeline.

The Office of the City People’s Committee, the City Public Service Center, and the Departments assigned the task of assisting the City People’s Committee in assessment and self-scoring are required to collect and provide complete supporting documents, reference data, and illustrative materials for evaluation and self-scoring for the criteria and sub-criteria under the sector, field, and leading agency. Reports will be submitted to the Steering Committee for the Development of Science, Technology, Innovation, Digital Transformation, Administrative Reform, and Project 06 of Hanoi City, and to the Administrative Reform Task Force assisting the Steering Committee.

The Department of Home Affairs is assigned to compile the list of sociological survey subjects; coordinate with the Ministry of Home Affairs and relevant agencies to effectively carry out the sociological survey to determine the city’s Administrative Reform Index for 2025.
