At the 28th session, the 16th Hanoi People’s Council approved a Resolution stipulating several spending items and funding levels in the field of culture and arts of Hanoi. The Resolution is expected to serve as a strong incentive for the Capital’s artists to continue contributing to the development of culture, arts, and cultural industries in Hanoi in the new era of growth.

Accordingly, the 16th Hanoi People’s Council voted to adopt the Resolution regulating a number of expenditure items and funding levels in the cultural and artistic sectors of the City. The Resolution also provides higher levels of support than current regulations for athletes, coaches, and art practitioners who suffer accidents or health deterioration due to training, coaching, competition, or artistic performances; as well as for athletes, coaches, and professional art practitioners who need to retrain or change careers when they no longer meet the requirements for competition, coaching, or artistic activities. In addition, Clause 6, Article 21 of the 2024 Capital Law stipulates that the Hanoi People’s Council shall set additional bonus levels for individuals working in culture and arts who receive prestigious regional and international awards.

The Resolution consists of three articles, specifying several spending items and funding levels in the field of culture and arts of Hanoi (implementing Points a and d, Clause 5, and Clause 6, Article 21 of the Capital Law). These include: support for training and performance activities for personnel working in public non-business units in the performing arts sector of Hanoi.

The Resolution also regulates support for members of artistic councils in the fields of performing arts, cinema, fine arts, and photography established by city agencies; support for organizing committees, judging panels, secretaries, and service staff involved in cultural and artistic contests organized by city agencies.

In addition, it provides funding support for professional training for civil servants working in Hanoi’s art units who attend specialized university-level programs; support for art practitioners who suffer accidents or health deterioration due to artistic performances; support for professional art practitioners retraining or changing careers when they no longer meet professional requirements; and additional bonuses for individuals working in culture and arts who win prestigious regional and international awards.

It can be said that the adoption of this Resolution by the People’s Council is of great practical significance. It has promptly institutionalized the Party’s viewpoints and guidelines, as well as the State’s policies and laws on culture and arts. At the same time, it concretizes the implementation of the 2024 Capital Law in Hanoi in a consistent, unified, and effective manner, ensuring compliance with legal authority and regulations. The Resolution creates breakthroughs in cultural policy while inheriting and promoting existing support policies for individuals working in culture and arts in the Capital, thereby establishing a comprehensive legal framework to ensure the effective implementation of support mechanisms for eligible beneficiaries.
