The official dispatch clearly states, implementing Official Dispatch 541/CD-TTg dated April 23, 2021 by the Prime Minister on strengthening the implementation of Covid-19 pandemic prevention and control; Official Dispatch 1343/BVHTTDL-VHCS dated April 26, 2021 by the Ministry of Culture, Sports and Tourism on strengthening measures to prevent and control the COVID-19 pandemic in the field of culture, sport and tourism; direction of the Hanoi Party Committee in Official Dispatch No. 112-CV/TU dated April 27, 2021 on strengthening the prevention and control of the Covid-19 pandemic; Dispatch No. 03/CD-CT 27/4/2021 by the Chairman of the City People’s Committee on strengthening the implementation of Covid-19 pandemic prevention and control in Hanoi city, Hanoi Department of Culture and Sports asked the People’s Committees of districts, towns to strengthen communication for people to understand the situation of the Covid-19 pandemic and measures to prevent and control the pandemic, to avoid the mentality of being negligent and subjective. Enhancing the roles and responsibilities of heads of agencies and units in implementing the guiding documents of the Central and the city on Covid-19 pandemic prevention and control, especially activities at festivals, historical-cultural relics, scenic spots. Proactively developing pandemic prevention and control plans suitable to the new situation, guiding safety measures in events and activities with large crowds, and being ready to respond to the pandemic situations in the management area.
The Department also requested to continue to stop organizing festivals and limit activities with unnecessary gatherings of people; reduce the scale and form of organizing cultural, artistic, religious and spiritual activities, etc.; implement the 5K message including Masks, disinfection, not large gatherings, distance, medical declaration of the Ministry of Health; compulsory wearing masks is required for people participating in activities at historical sites, scenic spots, and public physical training and sports activities; mobilize people to carry out weddings and funerals according to a civilized lifestyle, not organize meals for many days, observe regulations on disease prevention and control in mourning according to regulations of the health sector.
At the same time, it is necessary to strengthen inspection and supervision of the implementation of measures to prevent and control the Covid-19 pandemic in discotheques, bars, internet, karaoke activities; and those at relics and scenic spots in the area, strictly handle violating organizations and individuals.
Ensuring 100% of visitors and people who come to contact the implementation of pandemic prevention and control measures.
On the same day, the Department of Culture and Sports also issued Official Letter No. 1058/SVHTT-NSVH on strengthening measures to prevent and control the Covid-19 pandemic at agencies and units under the Department, requesting departments and units to raise awareness and responsibility of each cadre, civil servant, public employee in the pandemic prevention and control, strictly implementing the 5k message by the Ministry of Health; allocate adequate facilities and forces to implement measures to prevent and control the pandemic; equip with antiseptic water, masks, measure body temperature, guide guests to make medical declarations by QR Code or medical declaration; ensure 100% of visitors and people who come to contact the implementation of pandemic prevention and control measures; only welcome guests in case of ensuring the pandemic prevention and control measures according to the guidance of the health sector.
