The Temple of Literature – Quoc Tu Giam: A Special National Relic Site.
To improve the management, preservation, restoration, and rehabilitation of historical and cultural monuments and scenic landscapes, the Hanoi People’s Committee has instructed district-level People’s Committees to coordinate closely with the Department of Culture and Sports in strictly implementing the Law on Cultural Heritage, its guiding documents, and other relevant legal regulations when carrying out conservation and restoration projects.
At the same time, authorities are required to conduct extensive public communication on the significance and value of heritage sites, as well as the necessity of preservation, restoration, and rehabilitation efforts. Project details must be made public before implementation to ensure community awareness and participation.
Leaders of local authorities must take full responsibility before the City Party Committee, the People’s Council, and the People’s Committee of Hanoi for the management, conservation, restoration, and rehabilitation of heritage sites; and for the protection and promotion of the cultural heritage and monuments within their jurisdiction that are listed, ranked, inscribed, or recognized in the city, national, or UNESCO heritage lists in accordance with the Cultural Heritage Law.
Authorities must strengthen their roles and responsibilities in managing, protecting, and promoting heritage values; in conducting preservation, restoration, and ranking of monuments; and in integrating these efforts into programs and plans for heritage promotion. They must also enhance inspection, supervision, and monitoring of conservation and restoration work to ensure effective protection and development of heritage values within their management areas.
The City People’s Committee has assigned the Department of Culture and Sports to organize and strengthen training, capacity-building, and dissemination of the Cultural Heritage Law and related legal documents to ensure timely, consistent, and effective implementation. The department will guide local authorities to continue promoting awareness, conducting training for businesses, caretakers of heritage sites, and local communities according to management levels.
The Department of Culture and Sports will update and organize interactive and socialized programs and activities to raise public awareness and compliance with cultural heritage laws. It will also guide project investors to follow proper procedures and requirements for restoration projects as approved by the Ministry of Culture, Sports and Tourism, the Department of Cultural Heritage, and the Department of Culture and Sports.
Departments of Finance, Construction, and Justice, within their assigned functions and duties, are to coordinate with the Department of Culture and Sports and district-level People’s Committees to carry out communication and dissemination of the 2024 Law on Cultural Heritage; ensure the proper preservation, restoration, and promotion of monuments; and correctly implement the ranking of heritage sites across the city.
Starting from July 1, 2025, the Law on Cultural Heritage (Law No. 45/2024/QH15 dated November 23, 2024) will take effect. Provincial and municipal People’s Committees will bear full responsibility for managing, protecting, and promoting the value of cultural heritage sites within their jurisdictions that are listed, ranked, inscribed, or recognized in national and UNESCO heritage lists. The Ministry of Culture, Sports and Tourism has requested that provincial and municipal People’s Committees proactively plan for the effective, timely, and consistent implementation of the Law on Cultural Heritage.
