The campaign “Hanoi Women with Elegant Conduct” was launched by the Standing Committee of the Hanoi Women’s Union in 2018 and has been effectively implemented across all levels of the City’s Women’s Union. Therefore, the 16th Hanoi City Women’s Congress agreed to continue promoting the campaign for the 2021–2024 term, focusing on raising awareness and encouraging women in the City to practice cultural and proper conduct in dressing, speaking, communication; conduct within families, workplaces, units, public places, and on cyberspace. Through the campaign, the role of women and the Women’s Union in implementing Program 06-CTr/TU of the Hanoi Party Committee (17th tenure) on “Developing culture to improve human resource quality, building elegant and civilized Hanoi citizens during 2021–2025” is further promoted.
A new feature of this term is that the Hanoi Women’s Union proactively proposed the City People’s Committee to issue Plan No. 210-KH/UBND dated August 5, 2022 on “Propagating and Encouraging Women to Implement the Code of Conduct in Public Places in Hanoi 2022–2025,” with a focus on piloting models that promote the leading role of women in mobilizing communities to jointly build “Model Cultural Villages/Neighborhoods,” “Civilized-Safe-Effective Markets,” and “Model Historical-Cultural Relics” in the implementation of public conduct codes.
With proactivity, enthusiasm, and a high sense of responsibility, the Women’s Union at all levels has concentrated on innovating the content and form of propaganda and mobilization, and on activities supporting women to implement the campaign in connection with the emulation movement “Building Hanoi Women who are Loyal – Creative – Capable – Elegant” and the City’s Codes of Conduct.
After three years of implementation, many practical and effective models have been established, numerous good practices and outstanding examples have been replicated widely, creating positive changes among union members, women, and the community in building the lifestyle and behavior of elegant and civilized Hanoi citizens. Notable models include the “Women-managed Flower Streets”, contributing to a green, clean, and beautiful landscape while raising environmental awareness among women members and local people, participating in building new rural areas and civilized urban areas. To date, the city has 8,293 woman-managed street sections, including 3,999 green-clean-beautiful sections and 841 flowering sections.
Since July 2023, women’s models participating in implementing the Code of Conduct in public places have continued to expand. The Hanoi Women’s Union has continued to implement 37 Civilized-Safe-Effective Market models, launched the Model Scenic Spots/Historical Relics initiative in 122 sites, and at 190 model Cultural Villages/Neighborhoods. The model “Turning Garbage Spots into Women-Managed Flower Gardens” has been supported and implemented by 100% of districts, towns, and cities, with 67 new models established, totaling 366 women-managed flower gardens citywide. Among them, the models “Vendors Saying No to Plastic Bags” and “Women Using Baskets at Markets” have been replicated in 100% of women’s union branches under various new forms and names.
The campaign to build “5 Nos, 3 Cleans” families, aiming to improve living standards and create happy, civilized households, has been enthusiastically embraced by the Hanoi Women’s Union. Over 91% of women’s households in Hanoi have met the 5 Nos, 3 Cleans criteria. The Hanoi Women’s Union, together with districts and towns, has paid significant attention to propagating and raising awareness among members and women through training classes, brochures, leaflets, trailers, videos, and events. Dozens of Code of Conduct boards have been installed at Model Scenic Spots/Historical Relics, model Cultural Villages/Neighborhoods, and Civilized-Safe-Effective Markets.




The campaign has contributed to cultural development and building elegant, civilized Hanoi citizens.
In addition, the Hanoi Women’s Union actively honors and promotes the image of elegant, civilized Hanoi women, through initiatives such as: Charming Hanoi Ao Dai; Hanoi – Come to Love; Ao Dai Week; Hanoi Women’s Health Festival; Ao Dai Performance Program with the theme “Hanoi Women in Integration and Development”; Hanoi Women’s Dance Festival; Hanoi Women’s Integration and Development Festival, and more.
At the grassroots level, many clubs promoting local historical and cultural relics have been established and operated effectively, creating a high impact in building the lifestyle of elegant, civilized Hanoi citizens. These include tour guide clubs; core women’s groups propagating Codes of Conduct at historical sites; providing appropriate clothing support points for visitors at relics, etc.
By effectively implementing the campaign “Hanoi Women with Elegant Conduct,” the Hanoi Women’s Union has also developed materials and communication products on the Code of Conduct in public places, such as: Public Conduct Identity Kit; compilation of 2,000 leaflets, 3,600 handbooks on public conduct; producing many reports on model points of implementing public conduct codes for members and women.
