However, Huong Pagoda Festival has also been posing a lot of issues on the of boat ticket “brokers”, food hygiene, civilization in worshiping places … Therefore, right from the last months of 2018, People’s Committee My Duc District held meeting to deploy the managing and organizing work for Huong Pagoda Festival in 2019.
The 2019 Huong Pagoda Festival is themed “Disciplinary Festival – Civilized Tourism”, so the Festival Organizing Board always determines to ensure to renovate and enhance service quality and create best conditions for tourists coming here to celebrate Huong Pagoda Festival.
According to the plan’s draft, the Festival Organizing Board will set up subcommittees, inspection stations and inspection teams, including: Subcommittees of Culture- Society; Economics – Finance ; Security and Order ; Management of Relics and Scenic Spots and Environmental Hygiene; Management and Operation of the station’s gate; Operation of Passenger Transportation. The subcommittees’ tasks are also specified.
Regarding the organizing work, Culture –Society subcommittee must ensure the propagandizing work for people to thoroughly understand the historical value of the relics and the meaning of the festival; educate consciousness, responsibility and polite, civilized lifestyle in services for tourism, festivals, determine to repel incurred evil phenomena; install appropriate panels, banners, slogans and promotions for visitors to be provided necessary information about the relics and the festivals.
In addition, it is also required that this subcommittee must strengthen cultural and artistic activities, exhibitions, hanging National flags, festival flags in crowded places as regulated; coordinate with other forces to regularly inspect all cultural activities, strictly punish violations and prevent social evils such as divination, selling cards, superstitions, selling dangerous toys for children …
Regarding beliefs and religion activities, the Organizing Board requests the Religions Committee, Executive Committee of Buddhist of the District, and abbots……., Management Boards of temples, pagodas and caves in the Relics – Landscapes Zone to develop a plan to coordinate with Organizing Board’s forces and Huong Son Commune to perform well the tasks of guiding tourists attending the festivals and participating in religious and belief activities as stipulated by law.
People’s Committee of My Duc District also emphasizes to well organize the opening day of the festival, the Buddha’s birthday, ensuring to comply with the formality of religious ceremonies; instruct visitors to give offerings, place the ceremony money in the right place; Strictly manage those in charge of serving in temples, pagodas and caves in the relics – landscape zone and in the festival.
Mr. Nguyen Van Hau, Vice Chairman of People’s Committee of My Duc District, Head of the Organizing Board of Huong Pagoda Festival, said that the Organizing Board has requested the specialized sectors to well prepare social, medical, insurance and security, food safety, traffic flow work …
Specifically, the subcommittees shall regularly inspect the disease prevention work, ensure hygiene and safety of foods and water sources, spraying pesticides to ensure clean environment in the Festival area.
Head of the Organizing Board requests that absolutely not allow to place business locations in the internal areas of pagodas, caves and in the yard of permanent house of Organizing Board at Thien Tru, yard outside Nam Thien Mon gate, yard of Huong Tich cave, yard of Huong Tich cave’s gate.
The Organizing Board have requested the business units in the festival area not to advertise and organize catering services made from wild animals within the festival area; not allow agricultural vehicles and three-wheeled taxi to travel on roads; engine-powered boats and canoes without licenses must not operate on Yen stream …

Regarding the ensuring of safety for tourists when traveling by boats on Yen stream at peak time, People’s Committee of Huong Son Commune has planned to buy more life buoys to adequately supply facilities for transporting passengers, arranged rescue facilities to ensure safety for people and tourists’ assets. Organizing Board of the Festival requested People’s Commitee of Huong Son District to remind vehicle owners to strictly implement the use of life buoys on boats and canoes.
People’s Committee of My Duc District will also strengthen the managing and organizing work of the Festival, strictly comply with the Regulations on festival organization of the Ministry of Culture, Sports and Tourism, in order to maintain, embellish and promote the value of Huong Son Relics-Landscape population – special national relics. The work of order and security, environmental sanitation, fire and explosion prevention and fighting, management of vehicles traveling at the festival will be strengthened. Being creative in the propaganda activities to be rich and diverse, educating polite and civilized lifestyle in tourism and festival services, determining to repel evil phenomena.
