In Yen Vy village, where the Huong Pagoda festival lasts for 3 months in spring, each year attracts millions of domestic and foreign tourists to visit the festival, the construction and implementation of the cultural village convention in the greeting and serving visitors is a very focused work content. Right from the time when the village’s ancient incense convention was drafted, in Article 30, the forebears in the village clearly stated: “Our village is the home village, where the Huong Pagoda festival takes place, so our villagers have the duty to serve the Buddha and sightseeing visitors. Service people must have a cheerful, gentle attitude, clear service prices, not arbitrarily increase prices and so on”.
It can be seen that, along with the legal system, conventions and norms are becoming effective tools to manage and build a cultural and civilized lifestyle in the community. Therefore, in order to further promote the role of village conventions and norms, the building of village conventions and norms must focus on adhering to the principle of ensuring democracy, mobilizing the broad participation of the community and properly respect the opinions of local reputable people during the drafting process. At the same time, the organization and implementation of conventions and norms need to constantly innovate methods, avoid the tendency of “administrativeization” in the process of drafting and implementing the conventions. Due to a document promoting people’s autonomy, it is necessary to have a high consensus in the community, more importantly, the contents of the conventions cannot exceed the prescribed law framework. Only then can the “village norms” support the “national rules” to promote the self-governing role of the population community, protect and preserve the good traditional cultural values as well as the limitations of the law, and gradually eliminate backward customs and practices, build a civilized lifestyle in the population community.
Over the years, Yen Vy village has always been at the forefront of amending and supplementing the cultural village convention, after 3 adjustments, under the guidance of the Culture Department and the close direction of the People’s Committee of Huong Son Commune, Yen Vy village is continuing to amend and supplement the 4th cultural village conventions. In which, special emphasis is placed on new contents suitable to the actual situation such as: measures to prevent and control the Covid-19 epidemic and other diseases arise; code of conduct in public places; Code of conduct on social networks…
Immediately after the District People’s Committee issued the Plan to build, amend, supplement and implement the conventions and norms of villages and residential groups in My Duc district in 2021 and the following years, the Party Committee and village leaders have promoted the implementation in Yen Vy village, Huong Son commune. The good implementation of the cultural village conventions not only make a great contribution to raising people’s awareness in serving tourists about visiting festivals, but also contribute to the construction of a new rural area, the construction of a new village. Yen Vy is getting richer and more beautiful and civilized. Therefore, village leaders have highly agreed to include the code of conduct in public places in the village convention. Emphasizing that this is an important content for all villagers to join hands to implement.
At village meetings, leaders and Party committees have directed to promote propaganda, print and distribute the full text of the cultural village convention to each household. Supplementing the implementation of the Code of Conduct in public places and measures to prevent epidemics under the guidance of the Health authorities as well as the Government, the City and the District in association with the movement “All people unite to build a cultural life”, consider this as a criterion in building a cultural family and a cultural village. The members of the Elderly Association must be exemplary for their children and grandchildren to follow, and mass organizations such as the Women’s Union and the Youth Union are pioneers in the implementation; People and families work together to create a wide spread. Carrying out well according to the cultural village convention will help the village become more and more civilized, the people of Yen Vi village deserve to be the people of a special national relic site.
In order for the “village norms” to accompany “national rules”, to promote the value of the cultural village convention in promoting the value of the Huong Son special national relic site (Huong Pagoda), in the coming time, the village will continue to promote propaganda, mobilize people to agree to respond and implement. Flexibly applying the implementation of cultural village conventions in serving tourists visiting the Huong pagoda festival. At the same time, contributing to building a cultural and civilized lifestyle, so that Yen Vy, Huong Son in particular and My Duc in general are increasingly rich and beautiful, civilized, worthy of the title of the homeland of Buddha.
