Chairman of the Hanoi People’s Committee Tran Sy Thanh has just signed and issued Directive No. 18/CT-UBND dated November 5, 2025 on the implementation of the election of deputies to the 16th National Assembly and deputies to People’s Councils at all levels for the 2026-2031 term in the city of Hanoi.
To ensure that the election is truly democratic, in accordance with the law, safe and economical, and truly a festival day of all the people; creating the most favorable conditions for the people to fully exercise their mastery in selecting, nominating, and voting for those with both integrity and talent who are worthy representatives of the people at the National Assembly and People’s Councils at all levels, the Chairman of the City People’s Committee requests Heads of Departments, agencies of the City, organizations, and units under the City People’s Committee, based on their functions and tasks, to proactively implement the Election Plan for deputies to the 16th National Assembly and deputies to People’s Councils at all levels.

Accordingly, the Department of Home Affairs is the Standing Body of the City Election Committee, responsible to the City People’s Committee and the Chairman of the City People’s Committee for advising and assisting the City People’s Committee and the Chairman of the City People’s Committee in directing and organizing the election of deputies to the 16th National Assembly and deputies to People’s Councils at all levels for the 2026-2031 term in accordance with the law; responsible for guiding and training on professional election tasks; printing and distributing general documents, seals of the Election Committees for National Assembly deputies and Election Committees for City People’s Council deputies,… Inspecting and urging City Departments and agencies, People’s Committees of communes and wards to carry out election tasks in accordance with the law, the guidance of the Central Government and the Implementation Plan of the City Election Committee. Summarizing developments and reporting to the City People’s Committee in accordance with regulations, ensuring timely leadership and direction.

Hanoi Department of Culture and Sports assigned to implement communication and direct propaganda for the election
The Department of Culture and Sports is assigned to preside, in coordination with the Municipal Party Committee’s Commission for Propaganda and Education and Commission for Mass Mobilization, relevant agencies, political – social organizations, and mass media agencies of the City, to develop and issue a communication plan with diverse and rich forms; guide, communicate, and explain the provisions of the Law on the Organization of the National Assembly, the Law on the Organization of Local Government, the Law on the Election of National Assembly Deputies and People’s Council Deputies, and guiding documents of ministries and central agencies to organizations, agencies, units and all classes of people of the City. Guiding communes, wards, agencies, and units in the City to carry out timely, effective, and practical propaganda activities.
The Department of Science and Technology guides the enhancement of digital transformation, and the application of information technology in implementing the election. Coordinating with telecommunications and internet service providers to ensure stable, safe, and uninterrupted service, especially before, during, and after the election day.
The Department of Construction coordinates with relevant agencies and units to implement plans ensuring traffic safety and creating favorable conditions for people’s travel throughout the preparation process and on the election day. Directing and inspecting urban traffic and infrastructure construction works to ensure technical safety, especially works related to transportation.
The Hanoi Capital Command and the City Police develop plans and deploy forces to ensure political security, social order and safety, and traffic safety throughout the preparation process until the conclusion of the election; directing forces to strengthen security and safety protection at the headquarters of election agencies, the City Election Committee, polling stations…; directing and guiding military and police forces to participate in the election.
The City Police preside, in coordination with the Department of Science and Technology and the Department of Culture and Sports, in implementing tasks on cyber-attack prevention, ensuring cybersecurity, protecting information systems serving the election, preventing and handling in a timely manner any actions spreading misinformation affecting the election.
The City Police provides residential data to the City Election Committee and the Department of Home Affairs; directing commune and ward police to provide local residential data for Standing Committees of People’s Councils, People’s Committees, and commune-level Election Committees to serve the compilation and statistics of population data and voter lists of the whole City and by commune-level administrative units; guiding the exploitation and use of the National Database on Population and electronic identification application (VNeID) in voter list preparation and printing of voter cards; implementing seal-related tasks of the Election Committees for deputies to the National Assembly and the Election Committees for deputies to the City People’s Council in accordance with regulations.
The Department of Finance closely coordinates with the Department of Home Affairs to plan the allocation of funds, guide the preparation and settlement of budgets, and inspect the use of election funds to ensure spending by election organizations of the City and localities is purposeful, timely, and compliant with current regulations.
The Department of Health presides, in coordination with relevant agencies, to regularly monitor and update the epidemic situation; directing health units to coordinate with authorities of communes and wards and election authorities to proactively develop response plans to meet requirements for epidemic prevention, ensuring public health safety in the City during preparation and the election day.
The Department of Agriculture and Environment presides, in coordination with relevant agencies, to regularly monitor and update the situation, proactively respond to potential natural disaster scenarios; proactively develop plans and coordinate with localities to promptly respond to possible natural disasters in certain areas during preparation and the election day.
The City Inspectorate presides, in coordination with competent agencies, to assist the City Election Committee in timely and lawful settlement of citizens’ complaints and denunciations related to election activities before, during, and after the election.
The City Statistics Office closely coordinates with the Department of Home Affairs and directs grassroots statistical organizations to closely coordinate with Culture – Social Offices to summarize and determine accurate and timely results of the election of deputies to the National Assembly and People’s Councils at all levels.
Hanoi Power Corporation plans to ensure sufficient electricity supply to serve election organization activities, especially on the election day and during the vote counting period.
VNPT Hanoi, Hanoi Post, and telecommunication and postal service providers (as relevant) have plans to ensure uninterrupted communication and timely and safe delivery of postal documents during the election activities, especially between March 5 and March 22, 2025.
People’s Committees of communes and wards proactively coordinate with Standing Committees of People’s Councils and Standing Committees of the Vietnam Fatherland Front at the same level to effectively implement the Election Work Plan and guidance from the City Election Committee, the City Vietnam Fatherland Front Committee, and higher-level Party and State agencies; well prepare all physical and technical conditions, print election documents at their level; direct police, military, and health forces locally to develop specific plans and measures to maintain political security and social order in the locality and at polling stations, ensuring the election is safe, economical, and lawful; develop contingency plans to ensure that the election proceeds continuously without interruption.
Chairpersons of People’s Committees of communes and wards are responsible to the Chairman of the City People’s Committee for organizing and implementing the election locally in accordance with the Law on the Election of National Assembly Deputies and People’s Council Deputies and the guiding documents of higher authorities.
Tran Hang
