On August 14, the Inter-Departmental Inspection Team of the City continued its assessment of the implementation of the Codes of Conduct (CoCs) in the districts of Bac Tu Liem, Nam Tu Liem, and the town of Son Tay, aiming to evaluate the effectiveness of CoCs in daily life.

Expanding the Model of Civilized, Safe, and Efficient Markets
The Inspection Team observed that the public conduct rules were fully posted at market locations. At Xuan Dinh Market, the public conduct rules and the criteria for the “Civilized, Safe, and Efficient Market” model were displayed prominently near the entrance. The stalls were neatly organized, and the walkways were spacious and well-ventilated; residents demonstrated awareness by utilizing plastic lanes to minimize the use of plastic bags. Several stalls selling fresh produce and food had vendors wearing gloves and hair coverings.

According to Phan Thi Thanh Huyen, a representative from the Culture and Information Department of Bac Tu Liem District, the “Civilized, Safe, and Efficient Market” promotional model has been implemented in the markets across the district. To date, the District People’s Committee has distributed 4,600 commitment forms for participation in this model to 100% of the market vendors. They have designed and displayed a criteria board for the “Civilized, Safe, and Efficient Market” model, consisting of 12 civilized criteria and 7 safety and efficiency criteria. Efforts are underway to support the installation of payment software and provide QR codes for each stall, facilitating convenient and civilized transactions for residents and vendors alike. Additionally, a “Green House” model is being established within the market to support the “Plastic Waste Prevention” movement and enhance environmental sanitation efforts. Vendors are being informed that their goods must be displayed neatly and sourced clearly, and they are encouraged to maintain proper and courteous behavior towards customers.

At Nghe Market (Son Tay Town), the City’s public conduct rules are displayed alongside the market management conduct rules and service criteria, catering to both market management staff and vendors, as well as the general public. The “Civilized, Safe, and Efficient Market” model has also been launched in the town; however, evaluations indicate that its implementation has not yet been deeply entrenched or widely replicated.

Transforming Relics into Safe and Attractive Destinations

Chem Communal House (Thuy Phuong Ward, Bac Tu Liem District) is a relic with a history spanning over 2,000 years. After numerous renovations and restorations, it now boasts a beautiful and complete appearance. Unlike most communal houses in Vietnam, this one uniquely faces north. Beyond its cultural and historical significance, Chem Communal House is renowned for its distinctive design, constructed in a harmonious blend of traditional and foreign architectural styles, characterized by sturdiness and intricacy. With its beauty and uniqueness, the communal house attracts many visitors for worship. In 2024, Chem Communal House has initiated the model of “Cultural Historical Relic – A Safe and Attractive Destination”.

According to the head of the Culture and Information Department of Bac Tu Liem District, with the model of “Cultural Historical Relic – A Safe and Attractive Destination,” in 2022, Bac Tu Liem was the first unit in Hanoi to implement the model at the national relic of Dam Communal House in Tay Tuu Ward. In 2024, this model will be further deployed at the special national relic of Chem Communal House in Thuy Phuong Ward, expanding the initiative to other historical sites in the district. This effort aims to integrate public conduct rules into the daily lives of residents through a variety of engaging and diverse promotional activities.

In contrast to Chem Communal House, which stands independently on the banks of the Red River, Mia Pagoda is located in the ancient village of Duong Lam, Son Tay Town, the heart of the cultural region of Xuan Doai. When discussing tourism in Son Tay, popular attractions include the ancient citadel of Son Tay, Va Temple, and the ancient village of Duong Lam. However, one cannot miss the opportunity to visit Sung Nghiem Tu (commonly known as Mia Pagoda). Visitors to Mia Pagoda are transported back to the serene environment of rural Vietnam.

According to Abbess Thich Dam Thanh, who manages Mia Pagoda, it is a significant spiritual destination within Son Tay Town and is situated in the historic village of Duong Lam, which attracts numerous tourists from both domestic and international locations. Therefore, the abbess hopes to promote the idea that the tourism experience in Duong Lam includes spiritual tourism so that visitors are aware and prepared with appropriate attire for their visit to the pagoda.

Establishing a Modern, Friendly, and Civilized One-Stop Division
At the offices of the People’s Committee in Duc Thang Ward (Bac Tu Liem District), My Dinh 1 Ward (Nam Tu Liem District), and Son Loc Ward (Son Tay Town), the Inspection Team noted that all facilities are well-maintained, with spacious one-stop divisions equipped with modern technology, ensuring efficient and quick services for individuals and organizations seeking assistance.

The one-stop divisions in these wards are outfitted with advanced equipment to assist residents in their transactions.

Chairman of the People’s Committee of My Dinh 1 Ward, Trinh Van Que, stated that the implementation of public conduct rules is recognized as an ongoing commitment, with a particular focus on cultural behavior. During weekly meetings and flag-raising ceremonies on Monday mornings, these conduct rules are thoroughly communicated to all staff and workers in the ward. For the one-stop service center, addressing the needs of individuals and organizations is the top priority. As a result, the ward has mobilized over VND 300 million for purchasing equipment to enhance the one-stop service center, establishing it as a modern and civilized facility. It includes monitoring systems for all officials working in the center, allowing residents to connect directly with ward leadership to express their feedback or dissatisfaction. Furthermore, the ward is introducing additional models to improve service efficiency, including a two-day paperless appointment system on Wednesdays and Fridays in the near future.

Ms. Le Thi Nam, the head of the Culture and Information Department of Nam Tu Liem District, also noted that the district continues to implement the model of “Friendly and Responsible Government and Public Office.” This initiative aims to build a team of officials and civil servants who are responsible, ethical, and exhibit a civilized approach characterized by “Professionalism, Responsibility, and Friendliness.” Notably, the district maintains the practice of sending “Apology Letters” to organizations and individuals when their cases are not resolved on time, as well as issuing “Thank You Letters,” “Congratulations Letters,” and “Condolence Letters” to show the government’s concern for the work of organizations and individuals, which has received widespread support and appreciation from the community.

The inspection team praised the implementation of the conduct rules and the establishment of various models in localities. They observed that after more than seven years since the city introduced these conduct rules and initiated their execution, significant improvements have been evident at the grassroots level. Friendly and welcoming officials and employees, along with enthusiastic and attentive service, have contributed to high levels of satisfaction among the public. Markets are also noted for being spacious and clean. However, to enhance the effectiveness of implementing these conduct rules further, the team advised localities to strengthen their communication efforts regarding the two sets of conduct rules, involving all relevant departments and organizations. Continuous and regular promotion is essential. Tailored communication strategies should be adopted for specific locations and target groups. Moreover, greater attention should be given to ensuring environmental sanitation and fire safety in markets, organizing parking areas more neatly, and enhancing the visibility of signage for various product categories. Additional signage promoting food safety, encouraging Vietnamese consumers to choose domestic products, and promoting the image of cultured and civilized Hanoi residents should also be implemented to foster a civilized environment within the community.
