The Hanoi Public Administrative Service Center has issued Decision No. 1666/QD-TTPVHCC dated December 11, 2025, announcing the list of administrative procedures that have been amended and supplemented within the scope and functions of the Hanoi Department of Culture and Sports.
Accordingly, a total of 40 administrative procedures across the fields of culture, sports, journalism, publishing, information, and electronic information, under the management authority of the Hanoi Department of Culture and Sports, have been announced, specifically as follows:
Provincial-Level Administrative Procedures (26 procedures amended and supplemented)
Licensing procedures for organizing overseas exhibitions for non-commercial purposes by local organizations and individuals;
Licensing procedures for establishing representative offices of foreign advertising enterprises in Vietnam;
Procedures for certification of lists of imported audiovisual products with entertainment content;
Procedures for issuance of Certificates of Free Sale (CFS) for exported goods in the journalism and publishing sectors;
Licensing procedures for establishing aggregated electronic information websites (local level);
Issuance of certificates for provision of online electronic gaming services G2, G3, and G4 (local level);
Licensing procedures for publishing newsletters (local level);
Licensing procedures for outsourced printing of publications for foreign entities (local level);
Licensing procedures for printing activities (local level);
Procedures for issuance of certificates of eligibility for conducting professional sports club business activities;
Procedures for issuance of certificates of eligibility for conducting sports business activities;
Procedures for issuance of certificates of eligibility for conducting sports business activities in specific disciplines, including: golf; swimming and diving; billiards and snooker; paragliding and kite flying; aerobic gymnastics; bodybuilding and fitness; lion dance and dragon dance; recreational sports dance; boxing; football; tennis; sport shooting; handball; basketball; and fencing.

The administrative procedures numbered 18, 40, 57, 58, 61, 62, 63, 64, 65, 66, 67, 68, 69, 70, 71, 72, 73, 74, 75, 78, 82, 89, 93, and 95 under Section I of Decision No. 558/QD-TTPVHCC dated March 31, 2025; number 18 under Section A, Part III; number 2 under Section B, Part II; numbers 6 through 18 and number 20 under Section B, Part III of Decision No. 959/QD-TTPVHCC dated June 27, 2025; and number 01 under Section I of Decision No. 1635/QD-TTPVHCC dated December 2, 2025, issued by the Director of the Hanoi Public Administrative Service Center, are hereby repealed.
The Department of Culture and Sports shall act as the lead agency, coordinating with relevant units to develop internal and electronic procedures for the settlement of administrative procedures and submit them to the Director of the Hanoi Public Administrative Service Center for approval in accordance with regulations.
This Decision takes effect from the date of signing.
