Comrade Tran Thi Van Anh, Deputy Director of the Department of Culture and Sports briefly spoke some new points of the Law on Emulation and Commendation
At the Conference, the participants listened to Comrade Tran Thi Van Anh, Deputy Director of the Department of Culture and Sports, briefly spoke some new points of the Law on Emulation and Commendation in 2022, emphasized the certain contents to be noted when organizing, launching and deploying emulation movements, and the work of selecting, propagating and replicating role models and organizing these writing contests on role models, good people and good deeds, and some notes on commendation procedures. She noted that in order to improve the effectiveness of emulation and commendation, the emulation movement should be directed towards the grassroots, linked with the implementation of local political tasks, especially in the field of culture and sports. Leaders of the units needed to focus on rewarding small groups, direct workers, promptly selecting and praising role models to replicate good examples, models, good practices, and adding creativity into daily routine.

During the conference, staffs of the Department’s professional departments exchanged views on specialized fields such as: development of cultural titles, cultural models, the implementation of the Code of Conduct at agencies and units, the implementation of Program 06 of the City Party Committee, associated with keeping alleys and streets that are green, clean and beautiful, and promotion of the movement of all people to unite to build cultural life.
Sharing experiences in specialized activities
Recently, the Department of Culture and Sports issued Decision No. 915/QD-SVHTT, dated September 26, 2022 on reinforcing five emulation clusters under the Department of Culture and Sports. Of which, 5 emulation clusters belonging to the Department of Culture and Sports is responsible for formulating Operation Regulations, periodically electing Cluster Leader and Deputy Leader to run the Cluster’s activities. The emulation clusters annually agree on content, criteria, launch organization, sign emulation covenants, exchange experiences and reward for member units, and chair and advise the Department’s Emulation and Commendation committee to organize the evaluation and comment on emulation titles and reward forms for member units.
On October 7, 2022, the Department issued Decision No. 980/QD-SVHTT on the establishment of an emulation clusters in the field of Culture and Sports of districts, towns in the city. Thereby, the urban district emulation cluster has Ba Dinh as the cluster leader, and Nam Tu Liem as the deputy cluster leader. The rural district emulation cluster has Gia Lam as the cluster leader, Hoai Duc district as the deputy cluster leader. Emulation clusters have the task of formulating operational regulations; periodically elect a cluster leader to run the operation. They annually agree on content, criteria, launch organization, sign emulation covenants, exchange experiences, and organize evaluation and comment on emulation titles and forms of reward for member units according to regulations.
Right after the 2022 Emulation and Commendation Conference held at the Hanoi Department of Culture and Sports, the emulation clusters had a meeting to discuss and implement the task of ensuring efficiency and quality according to the specified criteria.
