On June 4, 2025, the Hanoi Department of Culture and Sports issued Plan No. 309/KH-SVHTT on organizing the production of a documentary film on the theme “Development of Hanoi’s Cultural Industry.”

The film is produced to publicize the Party’s orientations and the legal policies of the State and Hanoi City, which have created a legal framework and policy mechanisms to promote the development of the capital’s cultural industry, based on the principle that “investment in culture is investment in sustainable development,” aiming to make the cultural industry a key economic sector and contribute to realizing Hanoi’s goal of rapid and sustainable development. At the same time, it provides a preliminary review and evaluation of the results of three years of implementing Resolution No. 09-NQ/TU dated February 22, 2022, of the Hanoi Party Committee on the development of the cultural industry in the capital during the 2021-2025 period, with orientation toward 2030 and a vision to 2045. Through the achieved results, the film continues to promote pride, love for Hanoi, creative inspiration, determination, and development aspirations among residents, encouraging the community to unite in building and developing Hanoi into a cultural industry hub of the country, the region, and the international community, becoming a “Creative City” with global connectivity.
In addition, the film also aims to publicize and introduce the potentials, strengths, and traditional cultural values with the distinctive identity of the thousand-year-old cultural capital of Hanoi in the development of its cultural industry; at the same time, it honors individuals, organizations, and exemplary models contributing to the development of the capital’s cultural industry.
Accordingly, the film is directed and organized for production by the Hanoi Party Committee – People’s Council – People’s Committee – Vietnam Fatherland Front Committee of Hanoi City, with the Hanoi Department of Culture and Sports taking the lead in implementation and the Central Documentary and Scientific Film Studio One-Member Limited Company being the production unit.

The tentative title of the film is “Hanoi’s Cultural Industry – Converging and Shining”, with a duration of 25 to 30 minutes. The content introduces the development potential of Hanoi’s cultural industry, reflects the strategic vision and solutions of the capital in leveraging potentials and promoting Hanoi’s cultural values from tradition to the present. Simultaneously, it encourages the participation and contribution of the entire political system, agencies, organizations, unions, and all social strata to develop the capital’s cultural industry so that Hanoi deserves to be the Thousand-Year Cultural Capital, the City for Peace, and a Creative City – connecting the world to Vietnam and taking Vietnam to the world.
The film is expected to be structured in five parts:
Part 1 (Introduction): Hanoi – The Thousand-Year Cultural Capital. Provides an overview of the role and value of culture and the cultural industry in the capital’s development during the nation’s era of advancement.
Part 2: Converging Cultural Colors. Introduces the thousand-year cultural heritage, the pride of Thang Long – Hanoi, the heart of the country; affirming that Hanoi’s culture crystallizes the quintessence of Vietnamese culture and people.
Part 3: Connecting Contemporary Values. Introduces the opportunities and potential for developing Hanoi’s cultural industry based on identity and traditional value foundations, combined with innovative, technological, and modern solutions of the era.
Part 4: Pioneering Strategy and Action. Affirms Hanoi’s strategic objectives to develop the cultural industry as a key economic sector, contributing to the capital’s future development. Demonstrates the collective effort and solidarity of the entire political system, agencies, departments, organizations, and individuals in developing the cultural industry with a spirit of innovation, creativity, and sustainability.
Part 5 (Conclusion): Hanoi’s Culture Shining into the Future. Presents the future vision of Hanoi’s cultural industry, the aspirations and dedication of the city’s leaders and residents, so that Hanoi’s cultural industry truly shines alongside Vietnam’s cultural industry; Hanoi becomes a global destination, a “Creative City,” and forever a source of pride with cultural colors embodying the beauty of tradition, identity, modernity, and connectivity.

According to the Plan, the film is expected to be completed and broadcast on Vietnam Television, Hanoi Radio – Television Station, and digital platforms in October 2025.
