The district sets a target by 2025, striving for 50-70% of the people to have the skills to access and use information and knowledge through reading; 90% of library users have skills to receive and use information through reading for study, labor, research and entertainment; strive to achieve 01 book/person in the public library system; each person on average reads 04 books/year; The number of people accessing and using information at the district library is 1,500 times/year and 100% of educational institutions at all levels have libraries with appropriate materials, of which 100% primary schools, secondary schools have a library that meets the prescribed standards; 90% of public libraries have comprehensive resources capable of serving all subjects, especially children and people with disabilities.
In order for the above targets to be effective, Ha Dong district will enhance the reading culture development activities by organizing activities and events to spread the reading culture such as book display; book storytelling contest; talking the topic; introducing the author and work; book rotation… creating conditions for all classes of people to have the opportunity to access many types of books.
The District People’s Committee assigns the Center of Culture, Sports and Information to develop a plan to organize reading cultural activities to 2025, with a vision to 2030 to ensure efficiency; increase information, propagandize the plan contents, objectives and tasks. Every year, to coordinate to organize talks, book exhibitions, and introduce new books. The Division of Education and Training advocates, propagates and guides skills in order to promote the development of reading culture in the school system, investing in facilities and personnel for the school system, improving the quality of reading culture events. The District Propaganda Committee directed the direction of information and propaganda work on the results of the implementation of reading culture development activities in the district to spread the reading movement, affirming the importance of books in social life. The Fatherland Front Committee and mass organizations coordinate with the Department of Culture and Information and relevant departments, branches to implement the plan within the scope of functions and tasks as prescribed. Actively participate in propagating and campaigning about reading culture and developing reading culture; focus on implementing for groups of objects such as children, women, workers, socio-economic difficult areas, etc.

The People’s Committees of wards develop implementation plans, integrate the implementation of the plan with the implementation of other relevant local programs and projects. Allocate budgets, mobilize resources to organize the implementation of the plan, focus on developing the network of libraries and bookcases in residential groups, and promote socialization in accordance with the specific conditions of the unit.
