The plan aims to promote the tradition of Hanoi as a cultured and heroic capital, to enhance patriotic emulation movements, and to strive for the excellent completion of economic, cultural, social, and national defense and security targets. It also seeks to successfully organize Party congresses at all levels, moving towards the 18th Congress of the Hanoi Party Committee for the 2025-2030 term and the 14th National Congress of the Party, while celebrating major holidays of the capital and the country in 2025.

Through organizing emulation movements, it will promptly commend, honor, and reward collectives and individuals with outstanding achievements in implementing political, economic, cultural, and social tasks associated with the City’s programs and plans, the 2020-2025 term Party Congress Resolution, and the results of organizing Party congresses at all levels towards the 18th Congress of the Hanoi Party Committee for the 2025-2030 term and the 14th National Congress of the Party.
The competition targets are collective entities such as the City’s Vietnam Fatherland Front Committee and political-social organizations, departments, branches, districts, towns, units belonging to the City, related agencies, and collectives of the aforementioned entities. Individual participants include officials, civil servants, public employees, and workers from the mentioned agencies and units.
The content of the competition is to effectively prepare and organize Party congresses at all levels towards the 14th National Congress of the Party, following Directive No. 35-CT/TW, dated June 14, 2024, of the Politburo. The competition period is divided into two phases: Phase 1 runs from the issuance of this Plan until the 18th Congress of the Hanoi Party Committee; Phase 2 extends to the 14th National Congress of the Party.
To effectively implement the Plan, the City’s Vietnam Fatherland Front Committee, political-social organizations, departments, branches, districts, towns, and units within the City will develop plans to launch and implement the emulation movements effectively, linked with the political tasks, weaknesses, and challenges of each agency, unit, and locality.
Strengthen propaganda and dissemination to 100% of officials, Party members, civil servants, public employees, and workers in the agencies and units about the contents of Plan No. 258-KH/TU, dated July 15, 2024, of the Hanoi Party Committee. Based on this, detailed plans will be formulated, thoroughly prepared, and well-organized to ensure adherence to the requirements and contents set out for organizing the Congress. Actively contribute to the draft documents of the Party congresses at all levels and serve well at the 14th National Congress of the Party.
Accelerate the progress of projects and constructions to ensure quality requirements and complete them ahead of schedule. Organize the mounting and registration of City-level plaques for significant projects during major holidays of the capital and the country, celebrating the 18th Congress of the Hanoi Party Committee, the 14th National Congress of the Party, and the 11th National Patriotic Emulation Congress.
The City’s People’s Committee requests the Propaganda Department of the Party Committee to issue guidelines, direct, supervise, and organize the implementation of information, propaganda, and visual communication tasks. It directs, orients the propaganda system, reporters, communicators, and City media agencies to strengthen information and propaganda about the emulation movement to celebrate the major holidays of the capital and the country in 2025, the Party congresses at all levels, moving towards the 18th Congress of the Hanoi Party Committee and the 14th National Congress of the Party.
The City’s People’s Committee assigns the Department of Home Affairs as the standing body, advising the City on organizing the emulation movement, supervising, guiding departments, branches, the Vietnam Fatherland Front, political-social organizations of the City, districts, towns, and units under the City to implement the emulation movement. It summarizes and proposes to the Chairman of the City’s People’s Committee to commend collectives and individuals with outstanding achievements in the emulation movement.
The City’s People’s Committee requires that organizing emulation movements closely link with the key political tasks of agencies, units, and localities throughout the City from now until the end of the 14th National Congress of the Party. The emulation movements must be widely implemented from the City level to grassroots, with diverse, practical, and effective content and forms, suitable to the realities of each agency, unit, and locality, contributing to strongly promoting the patriotic emulation movement throughout the City. At the same time, emphasize the role and responsibility of Party committees, heads of agencies, organizations, and units in directing and implementing the emulation movements. Focus on inspection, evaluation, preliminary and final reviews of the emulation movement, associated with timely and appropriate commendation and rewards.
