According to the Decision, “Vietnam Book and Reading Culture Day” is held on April 21 every year nationwide to affirm the position, role and importance of books in improving knowledge, skills, development of thinking, education and training of human personality; encouraging and developing the reading movement in the community, creating a favorable reading environment; forming reading habits in families, schools, agencies and organizations; contributing to building a learning society.
The “Vietnam Book and Reading Culture Day “honors readers, creators, publishers, publishers, libraries, archives, collectors, and promoters of books and organizations and individuals who have contributed to the development of reading culture in the community; raises the responsibility of all levels, branches, functional agencies and social organizations for building and developing reading culture in Vietnam.

The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with the Ministry of Culture, Sports and Tourism in guiding ministries, branches and People’s Committees of provinces and centrally-run cities to organize “Vietnam Book and Reading Culture Day” every year on a national scale, ensuring practicality, efficiency and thrift.
The People’s Committees of the provinces and centrally-run cities, based on the guidance of the Ministry of Information and Communications, are responsible for organizing the annual Vietnam Book and Reading Culture Day in their respective localities.
The Vietnam Publishing Association and the Vietnam Library Association are responsible for directing its member organizations to organize activities in response to the annual “Vietnam Book and Reading Culture Day” annually. Vietnam Television Station, Voice of Vietnam Radio, Vietnam News Agency, central and local media and information agencies are responsible for organizing propaganda about “Vietnam Book and Reading Culture Day” yearly; propagate and encourage reading and develop a reading culture in the community.
Decision 1862/QD-TTg takes effect from the date of signing and replaces Decision No. 284/QD-TTg dated February 24, 2014 by the Prime Minister on Vietnam Book Day.
