Following the guidance of the Standing Committee of the Hanoi Trade Union for Public Employees, on the afternoon of November 30, 2022, the Executive Committee of the Trade Union of the Department of Culture and Sports held a congress at the grassroots trade union members of the Van Mieu – Quoc Tu Giam Culture and Science Activity Center for the term of 2023-2028. Mr. Pham Ba Vinh, Vice Chairman of the City Confederation of Labor, Chairman of the City Union of Public Employees; Mr. Dang Van Hai, Standing Vice Chairman of the City Union of Public Employees; Comrade Pham Thi My Hoa, Deputy Secretary of the Party Committee, Deputy Director, Chairman of Trade Union Department of Culture and Sports; the entire Executive Committee, the Department’s Trade Union Inspection Committee; representatives of member trade unions and comrades who directly assist in the organization of the grassroots trade union congress and all union members of the Van Mieu – Quoc Tu Giam Culture and Science Activity Center attended the Congress.
Delegates to the Congress
At the congress, delegates and union members of the Van Mieu – Quoc Tu Giam Culture and Science Activity Center listened to the draft report on the results of trade union work and the movement of union cadres and civil servants in term 2015 – 2022; direction and tasks for the term 2023 – 2028. Accordingly, the Van Mieu – Quoc Tu Giam Culture and Science Activity Center is a revenue-generating administrative non-business unit under the Department of Culture and Sports. The Center currently has 79 cadres, civil servants and laborers divided into 4 trade union groups. In the last term, following the direction of the Trade Union of Hanoi Department of Culture and Sports, the Central Trade Union actively and actively implemented the Program 2494/CTr-TLBB dated December 19, 2018 of the General Union. Vietnam Labor Union on “Improving the efficiency of performing the tasks of representing employees, protecting the lawful and legitimate rights and interests of employees in the period 2018-2023” with many comprehensive solutions, in which focusing on innovative methods, improving the quality and efficiency of participation in the formulation of policies and laws directly related to the legitimate rights and interests of union members. The Center Trade Union has promptly reported problems, difficulties and inadequacies in the process of implementing the provisions of the law, advising solutions to overcome or recommending and proposing amendments and supplements.
Vote to elect the Central Trade Union Executive Committee for the term 2023-2028 and elect delegates to the Department’s Trade Union Congress for the 2023-2028 term
The social activities, the supports for union members, cadres, civil servants and employees cares struggling with difficulties, serious illnesses, and policy families are well taken care of and implemented by the Central Trade Union. The Trade Union visited and subsidized 104 trade union members, in which there were 3 extremely difficult cases, with a total amount of 112 million dong. During the COVID-19 pandemic, the Trade Union has supported two difficult times for Union officials, public servants and employees; launched in the spiritual unit “The leaves protect tattered ones”, “mutual solidarity”, mobilize support for 26 difficult cases. On the occasion of Children’s New Year, Mid-Autumn Festival and ect, the Trade Union cooperated with the Head of the unit to organize many practical activities to take care of the children who are the children of the Trade Union members: performing Arts; cultural, artistic, physical training and sports activities; giving gifts to children with difficult circumstances, awarding prizes to students with high achievements. The Trade Union has rewarded 124 children of Trade Union members who have excellent academic achievements and won high prizes in gifted exams.

The social and humanitarian activities are concerned and implemented. Every year, the Center Union members actively participate in voluntary blood donation, and are rewarded by the Center Trade Union and the Trade Union of the Department of Culture and Sports. From 2016-2022, the Center Trade Union has mobilized union members to actively contribute to support various types of funds: For the poor; Support for disease prevention and control; the Fund For Vietnamese Children; Support people suffering from natural disasters, floods… with a total amount of more than 206 million dongs.
Every year, the Center Trade Union has popularized and propagated the union’s officials, public servants and officials to participate in emulation movements organized by the superior trade union, in which focusing on the emulation movement “Good labor”, “Creative labor”, “Good people, good deeds”, “Good at national work, good at housework”, “Building cultural institutions, effective 8-hour working day” associated with the campain to build “loyal, responsible, integrity, creative” cadres, civil servants and public employees. Through that, it encouraged cadres, civil servants and public employees to promote the sense of responsibility for performing official duties, doing scientific research, administrative reform, taking many initiatives in work, improving the quality of public services, practicing thrift, fighting waste in the unit, striving to achieve the political objectives of the unit and socio-economic targets of the Department and the City. In the past 7 years, the Center Trade Union has rewarded 372 individuals who have made achievements in emulation movements. Speaking at the congress, comrade Le Xuan Kieu, Secretary of the Party cell, director of the Van Mieu – Quoc Tu Giam Culture and Science Activity Center affirmed that the Center selected as the meeting point of the successful grassroots trade union was an honor of the Center, and at the same time showed the interest of the Department’s leaders and the Department’s Trade Union for the Center. During the last term, especially during the COVID-19 epidemic prevention and control period, the Center has always received the attention and support of the City Employees’ Union, the Trade Union of the Department of Culture and Sports. For the term 2015-2022, following the leadership of the Central Party cell, the direction and guidance of the Trade Union of the Hanoi Department of Culture and Sports, the Center Trade Union has completed a lot of work, as the bridge between the leaders of the unit and the employees of the Center. The Branch, the Board of Directors recognized and highly appreciated the results achieved by the Central Trade Union Executive Committee. Speaking at the Congress, Comrade Pham Thi My Hoa, Deputy Director, Chairman of the Trade Union of Hanoi Department of Culture and Sports emphasized: “The organization of the point congress aims to evaluate the preparation and organization of the members of the grassroots trade union, thereby analyzing the advantages, limitations, causes and lessons learned to direct the remaining 15 member trade unions to better prepare and organize congress office. The successful congress of grassroots trade union members is an important factor for the successful organization of the Trade Union Congress of the Department of Culture and Sports for the term 2023-2028. The organization of the congress has been prepared by the Executive Committee of the Department’s Trade Union and the Executive Committee of the grassroots trade union members of the Van Mieu – Quoc Tu Giam Culture and Science Activity Center to ensure compliance with the Charter and Guidelines of the National Assembly. At the Congress, delegates and union members also listened to the discussions and comments of union members on the draft report on the results of trade union work and the movement of cadres and civil servants for the term 2015 – 2022; orientations and tasks for the term 2023 – 2028. The Center Trade Union members elected the Executive Committee of the Trade Union of the Van Mieu – Quoc Tu Giam Culture and Science Activity Center for the term 2023-2028, including 05 comrades and elected delegates to the Trade Union Congress of Hanoi Department of Culture and Sports, term 2023-2028.
