The Ministry of Culture, Sports and Tourism has just issued Decision No. 4385/QD-BVHTTDL on the promulgation of the Plan for implementing the Planning of the network of cultural and sports facilities for the period 2021-2030, with a vision to 2045.
The Plan sets the development goals and vision to 2045, developing a synchronous, modern, distinctive national network of cultural facilities, aiming to build a national image associated with embracing the cultural essence of the era, meeting the standards under regulations and practical needs.
At the same time, it ensures fairness in the participation and enjoyment of People in regions and areas throughout the country; effectively performing the task of preserving and promoting cultural values and national identity, regional linkage and linkage with other infrastructures within the national territory.

The Plan also aims at building a national network of sports facilities developed synchronously and modernly, meeting the needs of training and enjoyment of People; training and competition requirements meeting international standards for key sports, with the goal of winning continental and world medals; meeting the conditions to host major sports events in the region and continent.
Developing the network of cultural and sports facilities associated with the market mechanism, serving as a resource for the development of cultural industries and the sports economy; forming high-quality products and services that meet social needs, serving lifelong learning and training of people, contributing to building a learning society and improving the quality of life.
By 2045, the national network of cultural and sports facilities will be developed in a balanced, reasonably spatial distribution, becoming a brand representing an advanced culture rich in identity; forming projects that express strong cultural identity, symbolizing Vietnam’s integration in the 21st century, becoming historical marks and heritage for the future.
In particular, forming key cultural and sports centers associated with important national and regional urban areas in Hanoi, Quang Ninh, Hai Phong, Vinh, Da Nang, Hue, Quy Nhon, Buon Ma Thuot, Ho Chi Minh City, Can Tho; establishing strong connections among levels; successfully hosting the Asian Games.
According to the plan, priority will be given to focusing State resources on investment, development, upgrading, and maintenance to promote the role of the network of cultural and sports facilities; especially focusing on investment projects that cannot attract non-budget capital and projects in difficult areas. At the same time, promoting socialization and focusing on attracting and calling for diverse resources to invest in the development of the network of cultural and sports facilities. Continuing to attract and effectively use ODA capital, preferential loans from international donors; using investment capital with focus and key points, prioritizing facility categories that have a driving role and regional value spreading capacity, contributing to the development of cultural industries and the sports economy.
Along with that, effectively exploiting resources from assets associated with the network of cultural and sports facilities invested with State budget capital through franchise forms, ensuring compliance with legal regulations on the management and use of public assets. Giving priority to enterprises investing in the network of cultural and sports facilities to be allowed to invest in and exploit services related to the project scope and to borrow long-term credit capital with preferential interest rates.
Important projects (investment priority) for the development of the national network of cultural facilities until 2030, with a vision to 2045, focus on the following areas: construction, upgrading and renovation of national cultural facilities; improving the operational efficiency of the system of cultural institutions and creative cultural spaces; building a healthy cultural environment, improving the spiritual life and aesthetic capacity of the people; developing a team of artists, intellectuals and high-quality human resources in management, training, and scientific research; sustainably preserving and promoting cultural values; developing Vietnam’s cultural and artistic products of high value in art and ideology; promoting the image of the country, culture, and people of Vietnam to the world; investing in the application of science and technology in the network of cultural and sports facilities, etc.
