The Ministry of Culture, Sports and Tourism has just issued the Plan to implement the Conclusion of the Politburo on continuing to implement Resolution No. 33-NQ/TW dated June 9, 2014 of the 11th Party Central Committee on building and developing Vietnamese culture and people to meet the requirements of sustainable national development.
The Plan sets out specific tasks and solutions to develop Vietnamese culture and people to meet the requirements of sustainable national development. Specifically:
First, it is necessary to continue to strengthen communication work and improve society’s awareness of the position, role, and importance of culture. This includes promoting the production of films and television programs with high cultural value, films and television programs reflecting the culture, history, and people of Vietnam… thereby enhancing awareness and national pride in the community.
Focus on completing institutions, mechanisms, and specific policies, giving priority to supplementing resources for cultural development. In this regard, the Ministry of Culture, Sports and Tourism will review, propose to competent authorities for issuance, and issue within its authority revised, supplemented, and newly issued legal documents regulating press, performing arts, fine arts, copyright, cultural industries… to remove bottlenecks and obstacles that hinder the development of culture and people.
Along with that, research and continue to propose specific mechanisms and policies in discovering, training, fostering, and honoring cultural and artistic talents; improve mechanisms for financial support for artisans, practitioners, and organizations teaching traditional culture of ethnic groups, especially ethnic minorities.
The Ministry will develop mechanisms and policies to mobilize resources for cultural investment, promote public-private cooperation in developing infrastructure and exploiting cultural assets in a synchronous, modern, and effective manner, prioritizing digital cultural assets and cultural infrastructure; effectively operate State cultural facilities, with a focus at the grassroots level.
Continue to implement solutions to build Vietnamese people in connection with building a cultural environment. This includes implementing the support for literary and artistic creation to shape tastes and aesthetics, nurture emotions, intelligence, and life skills, aiming for comprehensive personality development for individuals and society.
At the same time, coordinate the implementation of arts education programs, especially traditional arts, into teaching in schools, creating conditions for students to develop their talents and strengths, enhancing understanding and appreciation of the arts. Along with that, build a healthy, modern, integrated, and sustainably developing cultural environment; develop creative spaces on digital platforms for artists and cultural organizations so they can promote and distribute cultural and artistic products.
Implement solutions to develop cultural industries, proactively integrate internationally in culture, and absorb the cultural quintessence of humanity. Specifically, develop breakthrough mechanisms and policies to support the development of cultural industries; propose tax exemptions and reductions for creative enterprises and artists, and cultural, artistic, film, music, and book products… to encourage the production and consumption of cultural products.
Develop digital platforms allowing the distribution, promotion, and consumption of cultural products online, from books, music, films, and digital art to online performing arts programs. Encourage cultural and artistic creativity combined with other industries such as technology, tourism, education, and sports to create unique and attractive cultural products, such as digital cultural festivals, virtual reality tourism tours, and interactive music programs on digital platforms…
Develop the cultural and tourism industries, connect cultural heritage preservation with the development of cultural industries. Develop cultural tourism tours combining visits to historical sites, museums, intangible cultural heritage, and documentary heritage of each region. In addition, improve the effectiveness of cultural activities and the cultural enjoyment level of the people; continue to preserve and promote the value of traditional culture…
