The Commission for Propaganda and Mass Mobilization of the Hanoi Party Committee has just issued Guideline No. 22-HD/BTGDVTU on orientation for propaganda regarding the Party congresses at all levels, the 18th Congress of the Party Committee of Hanoi, and the 14th National Congress of the Party.
Accordingly, the propaganda work must ensure correct political and ideological orientation, promote democracy and solidarity, enhance social consensus, contribute to protecting the Party’s ideological foundation, combating and refuting wrongful and hostile viewpoints, maintaining political stability and social order and safety.
Propaganda work is focused on being implemented in 3 main phases:
The 1st phase, from now until the completion of grassroots-level Party congresses, focuses on propaganda regarding major directives and orientations of the Central Government, outstanding achievements after nearly 40 years of renovation, 5 years of implementing the Resolution of the 13th National Party Congress, preparation for Party congresses at all levels, and the achievements of Hanoi’s development in the 2020-2025 term.
The 2nd phase, the peak period during the 18th Congress of the Party Committee of the City (from October 5 to October 31, 2025), focuses on propaganda regarding the preparation results, developments, and success of the Congress, as well as objectives, directions, and tasks for Hanoi’s development in the 2025-2030 period, building the Capital increasingly cultured, civilized, and modern.
The 3rd phase, before, during and after the 14th National Party Congress, focuses on propaganda regarding the significance and stature of the Congress, developments, results of electing the Central Committee, the Politburo, the Secretariat, and important documents; thereby encouraging the spirit of emulation, confidence, and aspiration of the entire Party, people, and military to bring the Congress’s resolution into life.
Capital Press Center in Hanoi
The Commission for Propaganda and Mass Mobilization of the City Party Committee will lead the guidance, orientation, inspection, and urging of press agencies, organizing the struggle to refute wrongful viewpoints and protect the Party’s ideological foundation. The Office of the City Party Committee will coordinate in managing and operating the Press Center for the 18th Congress of the Party Committee of the City, ensuring full and accurate information for the press.
The Department of Culture and Sports develops propaganda plans across media forms, coordinates the management of press, the internet, and social networks; while organizing cultural, artistic, and sports activities in celebration.
Press agencies in Hanoi organize special pages, columns, reports, talk shows, and forums reflecting the achievements in implementing the resolution for the 2020-2025 term, commending exemplary collectives and individuals, contributing to creating an enthusiastic atmosphere toward the 18th Congress of the Party Committee of the City and the 14th National Party Congress. At the same time, Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations closely coordinate with the press in information orientation and organizing lively and diverse propaganda activities, promptly reflecting the sentiments and aspirations of officials, Party members, and the people…
