On March 23, the Steering Committee of movement “All people unite to build a cultural life” issued Dispatch No. 746/BCD-VPTT on the implementation of some contents of the movement for prevention and control of COVID-19 to the districts and towns of the City.
In consideration of the development of COVID-19 infections in the city, Hanoi Department of Culture and Sports, the standing body and the Steering Committee of movement “All people unite to build a cultural life” asked that the steering committees of the movement in the districts and towns carry out the following:
To have the standing body (Office of Culture and Information) cooperate with members of the steering committees and the steering committees themselves in promoting the propaganda of measures to prevent and fight against COVID-19; to regularly monitor and keep updated on the situation, and keep people updated on the pandemic in a timely, sufficient, and accurate manner for active prevention, and thoroughly grasp the guidelines and measures provided by the Party, the State, and the Municipal People’s Committee on disease control, avoiding causing panic among the general public.
To mobilize all people to participate in general environmental sanitation under the direction of the Municipal People’s Committee given in Document No. 770/UBND-KGVX dated March 6, 2020, on launching an emulation campaign on environmental sanitation in the city in celebration of the 90th anniversary of the founding of the City Party Committee, in association with the prevention and control of COVID-19.
To concretize the criteria for building a cultural family, cultural village, and cultural residential group; implement a civilized lifestyle in weddings, funerals, festivals, and longevity ceremonies according to regulations; and mobilize people to actively participate in the implementation.
To develop policies to encourage and promptly reward organizations and individuals that fully comply with the regulations and to handle violating organizations and individuals.
The steering committees of communes, wards, and towns shall intensify the propaganda and mobilize people to hold wedding ceremonies in a civilized style and suspend the organization of weddings during the pandemic; for weddings which cannot be postponed, ceremonies should be held in a day in the form of a wedding announcement or tea party within the family and should not be held in hotels and restaurants to minimize crowded gathering. Families with wedding ceremonies should cooperate with local health stations to take measures to prevent and control COVID-19 as prescribed within the health sector.
Funerals, longevity ceremonies, and death ceremonies should be held within the family. Ceremony duration should be minimized and cremation of the deceased should be popularized. The number of guests in 3-day, 49-day, and 100-day ceremonies should be minimized and measures to prevent and control the disease according to law should be taken.
The Steering Committee also requested that the districts and towns cooperate in enhancing the inspection and supervision of the implementation of the directing opinions given by the Government, the Ministry of Culture, Sports, and Tourism, and the Municipal People’s Committee on the prevention and fighting against COVID-19 in festive activities, activities at monuments, and cultural and sports activities in the area.
