Village codes and conventions are important documents that promote the sense of self-management of village and residential community. Village codes and conventions contribute to building, maintaining and developing civilized and healthy rules of conduct in the community, thereby, strengthening solidarity and cohesion among members in the community.
In addition, village codes and conventions engage the community in maintaining order and ensuring safety for people, while raising awareness of environmental protection and community property protection; preserving and promoting cultural traditions and valuable customs and practices; eliminating backward and conservative concepts; building a healthy, civilized and kind lifestyle in the community.
For that reason, in recent years, the construction and implementation of village codes and conventions in Hanoi have always attracted the attention and received direction from Party committees and authorities at all levels, and high consensus of people from all walks of life. Accordingly, the construction and implementation of village codes and conventions have been gradually improved and increasingly effective, significantly contributing to promoting democracy at the grassroots level, building cultural families, cultural villages and residential groups.
The direction and guidance on the development and implementation of village codes and conventions are carried out in conjunction with the implementation of “All people unite to build a cultural life” Movement and “All people unite to build new rural areas and civilized urban areas” Campaign. In communes and wards, the task of reviewing, amending and supplementing village codes and conventions according to the plan of the City People’s Committee is directed by localities to specialized units and villages and residential groups in the area.

Vice Chairwoman of the People’s Committee of Bac Tu Liem District Le Thi Thu Huong said that the development of conventions and village codes is extremely important to the lives of the people, communities, and residential areas, has an impact on all areas of social life, and makes an important contribution to promoting democracy at the grassroots level. Thereby, the organization of the Law on implementing democracy at the grassroots level is integrated and has shown effectiveness in building cultural families, cultural residential groups, preserving and promoting good customs and traditions of the nation. Weddings, funerals, festivals, and longevity celebrations are organized in accordance with the regulations of the Central and the City: the cremation rate is always over 90%; 100% of weddings are held in a civilized manner; 100% of festivals are held in accordance with the correct rituals. The contribution to the construction of public works is enthusiastically supported by the people with thousands of meters of roads being contributed by the society. Vice Chairman of Bac Tu Liem District People’s Committee Le Thi Thu Huong
As a suburban district in the Southwest of Hanoi, Chuong My District has 30 communes and 02 towns (in 2023, there were 187 villages and 21 residential groups; currently there are 186 villages and 21 residential groups). According to the report, from 1995 to 2023, the formulation and implementation of village codes and conventions of villages and residential groups in the district have been led and directed by the Party Committee, the government authorities, political system and people, achieving many positive results, affecting the movements of building “Cultural families”, “Cultural villages”, “Cultural residential groups”, implementing civilized lifestyles in weddings, funerals and festivals, contributing to preserving and promoting good customs and traditions of the community in each locality. As a result, by the beginning of 2018, 100% of villages and residential groups had built and implemented the Cultural Village convention. Pursuant to Decision No. 22/2018/QD-TTg dated May 8, 2018 of the Prime Minister, 64 villages and 04 residential groups have reviewed, revised and supplemented their village conventions and covenants. By September 12, 2023, in the district, 114/208 villages and residential groups in 18/32 communes and towns had completed the review, revision and supplementation and had decisions approving or recognizing new village conventions and covenants.
Vice Chairman of the People’s Committee of Chuong My district Hoang Minh Hien affirmed that: The formulation, review, supplementation, amendment and implementation of village and residential group conventions in Chuong My district in recent years have positively contributed to building grassroots cultural life; limiting and eliminating backward customs in social life; preserving and promoting good traditions and customs of the community and forming new and progressive cultural values; eliminating backward customs in weddings, funerals, longevity celebrations, and organizing local festivals; practicing thrift, fighting waste and superstition; implementing civilized lifestyles, cultural families, population policies, family planning, caring for and protecting the elderly, children and women; raising people’s awareness of protecting relics, the environment and natural landscapes; ensuring security and order, promoting democracy at the grassroots level… However, some new conventions have been amended and supplemented but are not in accordance with regulations (notably the provisions of the Law on Implementing Democracy at the Grassroots Level and Decree No. 59/2023/ND-CP dated August 14, 2023 of the Government detailing a number of articles of the Law on Implementing Democracy at the Grassroots Level).

In order to carry out the work of building and implementing village codes and conventions in villages and residential groups in the correct order, procedures, and processes, ensuring the content and implementation in a synchronous and practical manner, the Department of Culture and Sports organized a conference to train and foster knowledge and professional skills in building and implementing village codes and conventions according to Decree No. 61/2023/ND-CP of the Government. Through the comments of representatives of villages and residential groups in districts and towns; the assessments and comments on the work of building and implementing village codes and conventions in the locality have shown a fairly complete picture of the results of implementing village codes and conventions, especially the contents on building grassroots cultural life, preserving and promoting unique traditional cultural values of the locality as well as the difficulties and limitations in building and implementing village codes and conventions.

Deputy Director of the Hanoi Department of Culture and Sports Tran Thi Van Anh also said that, in addition to the achievements, the implementation of village codes and conventions in the city still has some limitations. Some village codes and conventions of residential areas are still sketchy in content, copied from each other, and do not reflect the economic, cultural, social characteristics, as well as customs and cultural traditions of each residential group and village. The quality of some village codes and conventions is still limited, some localities consider the development of village codes and conventions of residential areas as a mere formality. The implementation of village codes and conventions after approval in some communes and wards is still a formality, the dissemination of village codes and conventions in some places is not regular, leading to the conventions being approved but not being put into thorough and effective use.
