The implementation of the communication plan aims to create high unity in leadership, direction, and organization of activities promoting major and key themes leading up to the 14th National Congress of the Party. At the same time, it emphasizes the role and responsibility of each Party committee, especially the leaders; mobilizing the combined strength of the Party committee, government, agencies, and units within the political system of the capital to organize and implement the communication work effectively.
The plan clearly defines the timeline and content of communication activities in stages, including: The stage from now until the end of 2024 will focus on promoting “New Trust, New Momentum,” “The Country’s Achievements, Potential, Position, and International Prestige after 40 Years of Renovation,” and “Opportunities, Challenges, and the Historical Responsibility of the Party in Leading the Country into a New Era.”

From 2025 until the 14th National Congress of the Party: Continue to intensify regular, continuous, and focused communication on the three key themes mentioned above, associated with promoting the Party Congresses at all levels for the 2025-2030 term, the 18th Party Congress of Hanoi City, leading up to the 14th National Congress of the Party. Also, there will be communication activities to commemorate major holidays and important historical events in 2025. Strengthening the protection of the Party’s ideological foundation; fighting against harmful, false, hostile information, and those who oppose the Party, State, and the regime; and addressing efforts to divide and destroy the national unity.

In addition, there will be a focus on promoting the marks and outstanding achievements of the capital. Communication will also highlight the decisive implementation of tasks and solutions related to building the Party, developing the economy, culture, society, national defense, security, and foreign affairs of Hanoi and the country in 2025 and the following years. This will reflect the determination of leadership and direction from Party committees and governments at all levels in implementing political tasks; and encourage officials, Party members, and the people to promote the spirit of “self-reliance, self-confidence, self-sufficiency, and national pride,” unity, trust, and striving to successfully achieve the objectives and tasks set out by the resolutions of the 17th City Party Congress and the 13th National Party Congress.
External communication about the achievements of innovation, development, and deep international integration of the capital and the country; strengthening Vietnam’s external relations with its partners; promoting the image of Hanoi as a cultured and heroic capital, and Vietnam as a peaceful, cooperative, and developing country; disseminating information to protect the sovereignty of national borders and territories, as well as issues related to democracy and human rights.
In terms of propaganda forms: Implementing communication through the media; websites, portals, and electronic information pages of central and local agencies, political-social organizations; on social networks; conducting oral propaganda, visual propaganda; producing documentaries, columns, television programs, exhibitions, and thematic displays; compiling and distributing propaganda materials, as well as creating and promoting literary and artistic works; launching patriotic emulation movements, honoring exemplary collectives and individuals; organizing information, propaganda, and external communication activities.
The Hanoi Party Committee’s Propaganda Department recommends that agencies enhance communication through the media, websites, portals, and electronic information pages. At the same time, they should produce documentaries, columns, television programs, exhibitions, and thematic displays; compile and distribute propaganda materials, as well as create and promote literary and artistic works.
The press agencies and the City’s newsletter should build plans to effectively organize communication on major and focused topics according to the content of Directive No. 156-HD/BTGTU, dated October 2, 2024, of the Hanoi Party Committee’s Propaganda Department, and this plan.
This includes creating special pages and columns dedicated to the Party Congresses at all levels, the 18th Party Congress of the City leading up to the 14th National Party Congress. The media will focus on highlighting key milestones in the Party building and rectification efforts; sharing major lessons learned; showcasing the results of patriotic emulation movements; and honoring exemplary individuals and collectives over the past five years.
In addition, forums, discussions, dialogues, and online exchanges will be organized to address the economic and social development progress, along with solutions to accelerate and break through, propelling the country into a new era – the era of Vietnam’s national resurgence.
Leaders of media agencies are expected to uphold a strong sense of responsibility, regularly ensuring rigorous content screening to avoid publishing unfounded news or commentaries on political, economic, and social issues, as well as false information that could cause confusion or provoke unrest among the people.
