From Hanoi’s local government, key representatives included Nguyen Van Phong, Deputy Secretary of the City Party Committee and Head of the Steering Committee for Program 06-Ctr/TU; Vu Thu Ha, Vice-Chairwoman of People’s Committee of Hanoi City and Deputy Head of the Steering Committee for Program 06-Ctr/TU; Dao Xuan Dung, Deputy Head of the City’s Propaganda Department; Dang Thi Phuong Hoa, Vice-Chairwoman of the Hanoi Fatherland Front Committee; Nguyen Duc Tien, Deputy Secretary of the Hanoi Youth Union; and Do Dinh Hong, Director of the Hanoi Department of Culture and Sports. Also present were representatives from various departments, agencies, organizations, and political-social associations of the city, along with delegates from the Steering Committee for the “All People Unite to Build Cultural Lives” movement in Hanoi; the Steering Committee for Family and Children Affairs in Hanoi; representatives from the 30 districts, towns, and townships; and notably, 87 exemplary cultural families from these 30 districts, towns, and townships across the city.

Reporting on the results of the “Cultural Family” Movement in Hanoi, Do Dinh Hong, Director of the Hanoi Department of Culture and Sports, emphasized that, in line with the teachings of President Ho Chi Minh and the policies of the Party, State, and Government, over the years, Hanoi has consistently focused on the goal of building Hanoian’s lifestyle. He stated that family work has always been one of the key components of the city’s five ongoing programs (Previously, Hanoi’s Party Committee had introduced Program No. 05 on March 6, 1997, in celebration of the 990th and 1000th anniversaries of Thang Long – Hanoi. Following the issuance of Resolution No. 5 of the 8th Party Central Committee, the Hanoi Party Committee launched Program 08 on August 4, 2006 (for the 14th term), Program 04 (for the 15th-16th terms), and Program No. 06 on July 30, 2021 (for the 17th term) on “Cultural development, improving human resource quality, and building an elegant and civilized Hanoi citizen.” Additionally, on December 30, 2021, the Hanoi Party Committee issued Plan No. 57 to implement Directive No. 06-CT/TU (June 24, 2021) of the Politburo on strengthening the Party’s leadership in family work in the new context, and the plan to execute the Vietnam Family Development Strategy through 2030 in Hanoi, all aimed at unifying the goal of building a cultural environment and fostering the “Hanoians” from the city to the grassroots level. This critical mission requires Hanoi’s residents to both preserve and promote the rich traditions and cultural values accumulated over a thousand years of history, while simultaneously developing themselves in all aspects, striving to become elegant, civilized individuals who meet the demands of the new revolutionary tasks and contribute to the sustainable development of the country.

“Building a Cultural Family is considered an important foundation for developing cultural models, closely integrated into “All People Unite to Build Cultural Lives at the Grassroots Level” movement, and “All People Unite to Build New Rural Areas and Civilized Urban Areas movement. Each year, 100% of local Party committees, governments, the Vietnam Fatherland Front (VFF), social organizations, districts, towns, and communes across the city build, issue, and implement family-related tasks effectively through various practical activities, such as organizing cultural and sports events for families; holding seminars on family work, gender equality, and domestic violence prevention; enhancing the effectiveness of family cultural clubs; and honoring traditional, cultural, and happy families at the grassroots level. The registration and evaluation process for the title of “Cultural Family” is conducted according to regulations, and more than 90% of families register for this title. To date, 1,758,788 out of 2,009,986 households in the city have been recognized and maintain the title of Cultural Family, representing a success rate of 88%,” Mr Do Dinh Hong added.

 With the involvement of the entire political system, family work has become an increasingly important part of the successful implementation of local political tasks. Many exemplary models have emerged at the district, commune, town, and village levels, such as families excelling in economic development, promoting education, sports, charity work, and traditional arts. These initiatives have helped families access basic social services and improve their quality of life. Household economies have made significant contributions to national income, with many families achieving legitimate prosperity. The protection, care, and education of children and the elderly within families have been prioritized, with notable progress made. Gender equality, children’s rights, and the role of women in families and society are increasingly valued. Caring for, nurturing, and preserving happiness in the family are noble values that every resident of Hanoi strives to uphold. The shared values of loyalty, love, mutual support, and equality in marriage are always emphasized. The achievements of the family-building work in Hanoi have contributed significantly to the city’s cultural development, fostering elegant and civilized Hanoi citizens, as well as promoting economic and social development, contributing to the city’s modernization and growth.

Sharing experiences in building cultural families at the conference

At the conference, delegates also had the opportunity to listen to the experiences of families in various localities regarding the construction of “Cultural Families,” how each family maintains peace, harmony, and happiness, and how they work together to develop economically and build a prosperous and happy life. Through these shared experiences, the goal is to continue working together to build a more prosperous, beautiful, and civilized Hanoi and Vietnam.
