This Decree stipulates the competence, order and procedures for exercising the duties and powers of agencies and competent persons in the fields of culture, sports and tourism as prescribed by laws and Government decrees that require adjustments to implement delegation and decentralization of authority.
Delegation of Authority in the Field of Culture and Sports
The authorization to organize the preparation of dossiers requesting UNESCO’s support for safeguarding heritage inscribed on the List of Intangible Cultural Heritage in Need of Urgent Safeguarding from the Intangible Cultural Heritage Fund under the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage, as prescribed in Clause 5, Article 18 of the Law on Cultural Heritage, shall be decided by the Minister of Culture, Sports and Tourism based on a written proposal from the Chairperson of the Provincial People’s Committee.
The receipt of notifications on the establishment, merger, consolidation, division, separation, dissolution and termination of operation of specialized libraries at the central and provincial levels as prescribed at Point a, Clause 5, Article 23 of the Law on Libraries shall be carried out by the Provincial People’s Committee.
The organization of the National Phu Dong Sports Festival for students as prescribed at Point b, Clause 1, Article 13 of the Law on Physical Education and Sports, as amended and supplemented by the Law amending and supplementing a number of articles of the Law on Physical Education and Sports, shall be decided by the Minister of Education and Training.
The organization of the National Sports Festival as prescribed in Clause 1, Article 38 of the Law on Physical Education and Sports, as amended and supplemented by the Law amending and supplementing a number of articles of the Law on Physical Education and Sports, shall be decided by the Minister of Culture, Sports and Tourism.

Delegation of Authority in the Field of Tourism
According to the Decree, the recognition of tourist areas located in two or more provincial-level administrative units as prescribed in Clause 3, Article 28 of the Law on Tourism shall be decided by the Minister of Culture, Sports and Tourism.
The authorization for establishing representative offices in Vietnam of foreign tourism authorities, international and regional tourism organizations as prescribed at Point b, Clause 3, Article 69 of the Law on Tourism shall be decided by the Minister of Culture, Sports and Tourism.
Delegation of Authority in the Fields of Press and Publishing

The Decree stipulates that the approval of changes in the contents stated in licenses for printed newspapers, printed magazines, electronic newspapers, electronic magazines, combined printed and electronic newspapers, combined printed and electronic magazines for local press agencies as prescribed in Clause 3, Article 20 of the Law on Press shall be carried out by the Provincial People’s Committee.
The issuance of licenses for publishing additional press publications and supplements; the issuance of modified or supplemented licenses for publishing additional press publications and supplements; and the written approval for changing the contents of licenses for publishing additional press publications and supplements as prescribed in Articles 20 and 31 of the Law on Press shall be carried out by the Provincial People’s Committee.
The receipt of registration dossiers for the list of imported press publications as prescribed in Clause 3, Article 54 of the Law on Press shall be carried out by the Provincial People’s Committee where the press import establishment is headquartered or where the border gate for press import is located.
Decentralization of Authority in the Fields of Culture, Sports and Tourism
According to the Decree, the recognition of traditional days of ministries, sectors and provincial levels as prescribed in Clause 2, Article 5 of Decree No. 111/2018/ND-CP dated August 31, 2018 of the Government providing for the establishment day, traditional day and commemorative day of ministries, sectors and localities shall be decided by Ministers, Heads of sectors and Chairpersons of the People’s Committees.
The receipt of registration dossiers for organizing festivals as prescribed in Clause 1, Article 9 of Decree No. 110/2018/ND-CP dated August 29, 2018 of the Government on the management and organization of festivals shall be carried out by the Provincial People’s Committee where the festival is held.
The receipt of notifications for organizing festivals originating from foreign countries that are held annually as prescribed in Clause 1, Article 14 of Decree No. 110/2018/ND-CP shall be carried out by the Provincial People’s Committee where the festival is held.
The decision on organizing firework displays as prescribed in Clauses 7 and 8, Article 11, or changing the firing range and duration of fireworks as prescribed in Clause 2, Article 12 of Decree No. 137/2020/ND-CP dated November 27, 2020 of the Government on the management and use of fireworks, as amended and supplemented by Decree No. 56/2023/ND-CP dated July 24, 2023 of the Government, shall be made by the Chairperson of the Provincial People’s Committee.
The issuance of confirmation certificates of notification for social networks with a small number of regular visitors as prescribed at Point b, Clause 8, Article 24 of Decree No. 147/2024/ND-CP dated November 9, 2024 of the Government on the management and provision of internet services and online information shall be carried out by the Provincial People’s Committee. The agency competent to issue confirmation certificates of notification for social networks with a small number of regular visitors shall also have the authority to re-issue, amend, supplement, suspend operations, or revoke the confirmation certificates.
Decree No. 138/2025/ND-CP takes effect on July 1, 2025 and expires on March 1, 2027.
