Standing Vice Chairman of the Hanoi People’s Committee Duong Duc Tuan has signed Decision No. 5917/QD-UBND dated November 27, 2025, promulgating regulations on the functions, duties, powers, and organizational structure of the Hanoi Department of Culture and Sports.
Under the Decision, the Hanoi Department of Culture and Sports is a specialized agency under the Hanoi People’s Committee, advising and assisting the City People’s Committee in performing state management functions in the following fields: culture; family affairs; physical training and sports; press; publishing, printing, and distribution; radio and television; electronic information; news agencies; grassroots information and external information; advertising; and the use of the National Flag, National Emblem, National Anthem, and portraits of President Ho Chi Minh.

The Department has legal entity status, its own seal, and separate accounts in accordance with law. It is subject to the direction and management of the Hanoi People’s Committee with regard to organization, staffing, and operations, and simultaneously to professional guidance, inspection, and supervision by the Ministry of Culture, Sports and Tourism. Its official external transaction name is “Hanoi Department of Culture and Sports.”

To carry out its assigned mandate, the Department is responsible for 34 groups of tasks and functions, including submitting to the City People’s Committee drafts of resolutions, plans, and decisions related to sectors under its management authority; submitting to the Chairman of the City People’s Committee draft documents within the Chairman’s promulgation authority as assigned; and performing tasks across a wide range of sectors, namely: cultural heritage; performing arts; cinema; fine arts, photography, and exhibitions; copyright, related rights, and cultural industries; libraries; advertising; mass culture, ethnic culture, and public information and mobilization; guidance, organization, and inspection of the formulation and implementation of community conventions and regulations in Hanoi in accordance with law; literature; family affairs; physical training and sports; press; publishing, printing, and distribution; electronic information; grassroots information; external information; organization of training, capacity building, and coaching for cultural, artistic, and sports talents in Hanoi; implementation of emulation and commendation activities within assigned management areas in accordance with the law on emulation and rewards; organization and implementation of legal normative documents, plans, and programs after approval; dissemination, communication, guidance, education, and monitoring of law enforcement in assigned state management fields; organization and responsibility for appraisal, registration, licensing, and issuance of diplomas and certificates within the Department’s management authority in accordance with law; management, in accordance with law, of enterprises, collective economic organizations, private economic entities, associations, and non-governmental organizations operating within its sectors and fields; management of the operations of public and non-public service units within its sectors and fields; implementation of international cooperation activities in managed sectors and fields in accordance with law; provision of professional and technical guidance in managed sectors and fields to specialized agencies under commune-level People’s Committees; organization of research, application of scientific and technological advances, innovation, and digital transformation; development of information and archival systems serving state management and professional operations; sectoral inspection of organizations and individuals for compliance with legal regulations; reception of citizens and handling of complaints and denunciations, as well as prevention and control of corruption, waste, and negative practices in accordance with law; specification of functions, duties, and powers of the Department’s Office, professional divisions, and public service units in line with the Department’s overall mandate; and management of organizational structure, civil servant payroll, civil servant ranks and classification, job positions, public employee structure by professional titles, staffing quotas in public service units, as well as implementation of salary regimes, remuneration policies, training, capacity building, commendation, and disciplinary measures for civil servants, public employees, and workers under its management in accordance with law. The Department is headed by a Director and several Deputy Directors, and comprises eight professional divisions and equivalent units, including: the Office; the Organization and Legal Affairs Division; the Cultural Management Division; the Arts Management Division; the Cultural Heritage Management Division; the Physical Training and Sports Management Division; the Information, Press, and Publishing Division; and the Digital Communications Division.
In addition, the Department oversees 14 affiliated public service units, including: Thang Long Music, Song and Dance Theatre; Thang Long Water Puppet Theatre; Hanoi Drama Theatre; Hanoi Cheo Theatre; Hanoi Cai Luong Theatre; Hanoi Circus and Variety Arts Theatre; Hanoi Museum; Hanoi Relics and Scenic Sites Management Board; Hoa Lo Prison Relic Management Board; Temple of Literature – Quoc Tu Giam Cultural and Scientific Activities Center; Hanoi Culture and Library Center; Hanoi Exhibition Information Center; Hanoi Sports Training and Competition Center; and Hanoi Sports Talent Secondary School.
The civil servant payroll and the number of employees working in administrative organizations and public service units under the Department are allocated based on approved job positions, aligned with assigned functions, duties, and operational scope, and within the total civil servant and public service staffing quotas of the City as assigned or approved by competent authorities.
Based on its functions, duties, organizational structure, and the list of job positions, civil servant rank structure, and public employee professional title structure approved by competent authorities, the Department annually formulates staffing plans for civil servants and employees in its administrative organizations and public service units, and reports to the City People’s Committee for submission to competent authorities for consideration and decision in accordance with law.
