Decree 110/2025/ND-CP provides detailed regulations on Article 43 of the Law on the Prevention and Control of Domestic Violence concerning the Database on the Prevention and Control of Domestic Violence; the responsibilities and powers of agencies, organizations, and individuals in collecting, creating, updating, connecting, sharing, managing, exploiting, and using the Database on the Prevention and Control of Domestic Violence.
The Decree applies to state agencies authorized to collect, create, update, connect, share, and manage information and data related to state management of the prevention and control of domestic violence in the Database on the Prevention and Control of Domestic Violence; and to agencies, organizations, and individuals who exploit and use the Database on the Prevention and Control of Domestic Violence.
The Database on the Prevention and Control of Domestic Violence is a collection of information on state management of the prevention and control of domestic violence as prescribed in Article 46 of the Law on the Prevention and Control of Domestic Violence.

The Decree stipulates that the information on state management of the prevention and control of domestic violence includes 16 types of information: information on the promulgation, submission to competent authorities for promulgation, and implementation of policies, laws, and plans on the prevention and control of domestic violence; information on acts violating the law in the prevention and control of domestic violence; information on domestic violence cases and conflict or dispute mediation in the prevention and control of domestic violence; general information on victims of domestic violence and individuals committing acts of domestic violence who are Vietnamese citizens or foreigners residing in Vietnam; information on measures to prevent, protect, and support victims of domestic violence and educate individuals committing acts of domestic violence; information on assistance facilities for the prevention and control of domestic violence and models of domestic violence prevention and control, among others.
Information on state management of the prevention and control of domestic violence is collected, created, updated, connected, and shared during the implementation of state management activities on the prevention and control of domestic violence at both central and local levels.
The collection, creation, updating, connection, sharing, management, exploitation, and use of the Database on the Prevention and Control of Domestic Violence are conducted uniformly nationwide through the management software of the Database on the Prevention and Control of Domestic Violence in order to: serve the needs of state management and policy formulation on the prevention and control of domestic violence; provide information and data to serve the protection and support of victims, prevent acts of domestic violence, and handle violations of the law on domestic violence prevention and control; reduce the time and resources required to carry out the processes of collecting and reporting information and data on domestic violence, promptly provide information and evidence to meet management, research, and policy evaluation needs, and enhance the reliability of information and data on the prevention and control of domestic violence; simplify administrative procedures, promote decentralization and delegation in the collection, creation, updating, connection, sharing, management, exploitation, and use of information in the Database on the Prevention and Control of Domestic Violence, provide online public services on domestic violence prevention and control, and serve the information access needs of agencies, organizations, and individuals in accordance with the law.
According to Decree 110/2025/ND-CP, information in the Database on the Prevention and Control of Domestic Violence provided by competent state agencies has legal value as follows:
Information in the Database on the Prevention and Control of Domestic Violence provided by competent authorities is in the form of legally valid data messages in accordance with the law on electronic transactions;
Information in the Database on the Prevention and Control of Domestic Violence is connected and shared with national databases, specialized databases, the National Data Center, other databases and information systems of state agencies through the Data Sharing and Coordination Platform, the National Data Integration and Sharing Platform, the National Document Interoperability Framework, the ministry- or provincial-level data integration and sharing platform, the Internet, computer networks, and information systems, presented in forms of legally valid data messages in accordance with the law on electronic transactions;
Information in the Database on the Prevention and Control of Domestic Violence serves as a basis for competent state agencies to consider applying preventive, protective, and supportive measures for victims, and handling violations of the law on the prevention and control of domestic violence;
Information in the Database on the Prevention and Control of Domestic Violence provided by competent state agencies through the Central and local Portal on the Prevention and Control of Domestic Violence has value for research, learning, and reference.
The Decree strictly prohibits agencies, organizations, and individuals from unauthorized access to the Database on the Prevention and Control of Domestic Violence; falsifying information; illegally altering, deleting, or destroying data; disclosing private life information, personal secrets, or family secrets contrary to legal provisions; unauthorized copying of information; providing false information; and obstructing the stable, continuous, and smooth operation of the Database on the Prevention and Control of Domestic Violence.
Agencies, organizations, or individuals committing any of the above acts may, depending on the nature and severity of the violation, be subject to administrative sanctions, disciplinary measures, or criminal liability in accordance with the law.
The Decree takes effect from July 10, 2025.
