The summary aims to evaluate the achievements and limitations in implementing Directive No. 05-CT/TƯ, Plan No. 18-KH/TU, and Plan No. 39-KH/TU of the Hanoi Municipal Party Committee Standing Board on “Promoting the Study and Emulation of Ho Chi Minh’s Ideology, Ethics, and Lifestyle” over the past years. At the same time, it proposes orientations, tasks, and solutions to continue effectively carrying out the study and emulation of Ho Chi Minh’s ideology, ethics, and lifestyle in the future, making it a conscious and regular practice of each cadre, Party member, and Party organization in the new context.

The process also reaffirms the position, role, and significance of Ho Chi Minh’s ideology, ethics, and lifestyle for Party building and rectification work, political, ideological, and ethical education for cadres, Party members, all social classes, and society as a whole in the new context.

Accordingly, activities need to be implemented seriously and synchronously across the entire Party from the city level to the grassroots level, ensuring objectivity, comprehensiveness, alignment with purpose, requirements, and set progress. Summaries and evaluations must adhere closely to the content of Directive No. 05-CT/TU, Conclusion No. 01-KL/TU of the Party Central Committee, Plan No. 18-KH/TU, and Plan No. 39-KH/TU of the Hanoi Municipal Party Committee Standing Board. Evaluations must be fact-based, clearly identifying limitations and weaknesses; statistical data must ensure consistency in methodology, accuracy, objectivity, and up-to-date.

In term of content of the Summary, the evaluation focuses on the leadership and direction of implementing Directive No. 05-CT/TU. Specifically, it includes the institutionalization and concretization of the Directive, issuance of leadership documents guiding its implementation, and incorporation of studying and emulating Ho Chi Minh’s ideology, ethics, and lifestyle into plans, action programs, and key breakthrough tasks of local Party committees, authorities, and units.

Particular emphasis is placed on linking these activities with the implementation of Central Resolution No. 4 (Terms XI, XII), Conclusions of the 4th Central Conference (Term XIII), action programs for Resolutions XVI and XVII of the city Party Committee, resolutions of Party congresses at all levels on Party building and rectification, and regulations on the exemplary responsibility of heads of Party committees, authorities, localities, agencies, and units.

The evaluation also covers the implementation of contents, tasks, and solutions outlined in Directive No. 05-CT/TU, Conclusion No. 01-KL/TU, Plan No. 18-KH/TU, and Plan No. 39-KH/TU of the Hanoi Municipal Party Committee Standing Board, in conjunction with the implementation of Central and city-level resolutions and conclusions, as well as Party congress resolutions at all levels concerning Party building, rectification, and regulations on the exemplary responsibility of cadres and Party members, especially those in leadership positions.

At the grassroots level, agencies and units must prepare reports on the 10-year implementation results of the Directive in their respective areas and submit them to their immediate superior agencies for consolidation and reporting to the competent authorities as prescribed, to be completed before May 15, 2025. Summarizing conferences evaluating the 10-year results of the Directive should be organized, with exemplary collectives and individuals recognized and rewarded in appropriate forms, to be completed before May 31, 2025.

The Municipal Party Committee Standing Board will prepare a report evaluating the 10-year results of implementing Directive No. 05-CT/TU across the city, to be completed before June 15, 2025. A conference summarizing 10 years of implementing Directive No. 05-CT/TU and recognizing exemplary collectives and individuals at the city level will be organized, to be completed before June 30, 2025.
