On the afternoon of December 27, at the Department of Education and Training, Cluster 7 under the Emulation and Commendation Council of Hanoi City organized a conference to review the emulation and commendation work in 2023 and outline the directions and tasks for 2024.
The conference was attended by representatives of the leadership of units within Cluster 7, including Health, Labor – Invalids and Social Affairs, Science and Technology, Culture and Sports, Information and Communication, Education and Training. The Department of Education and Training, as the Cluster Head, presided over the conference.

Since the beginning of 2023, the departments within Cluster 7 have focused on vigorously carrying out assigned tasks and have successfully fulfilled political tasks in all fields. They have embraced a renewed understanding and methods of work in the context of the ongoing Fourth Industrial Revolution. Units within Cluster 7 have made efforts to leverage and build upon the achievements of 2022, collectively promoting emulation movements, and patriotism, and contributing to the successful fulfillment of political tasks and the economic and social development targets assigned for 2023.
In compliance with Plan No. 322/KH-UBND dated December 9, 2022, of the People’s Committee of Hanoi City on the emulation and commendation work in 2023, and the Regulations on the operation of the City Emulation Cluster, Cluster 7 organized a conference to deploy the emulation and commendation work for 2023. This aimed to unify the activities of the Cluster for the year, including the issuance of the Emulation and Commendation Plan, the decision to issue regulations on organizing activities and principles of evaluation within Cluster 7 in 2023, and the signing of the Emulation Covenant for 2023.
Continuing to direct the effective implementation of Directive No. 34-CT/TW dated April 7, 2014, of the Party Central Committee with a proactive and innovative spirit, efforts will be made to further innovate and enhance the quality of the emulation and commendation work, creating a strong transformation in officials, public servants, employees, especially those in leadership positions. This emphasizes the significance and importance of the emulation and commendation work.
Alongside the collective initiatives of the Cluster, implementing Plan No. 322/KH-UBND dated December 9, 2022, of the People’s Committee on the emulation and commendation work in 2023, each unit within the Cluster proactively devised plans for emulation and commendation. They launched emulation movements within their units to successfully achieve the targets and tasks set by the Sector for 2023. The units also made practical accomplishments in celebrating significant events, major holidays, and commemorations of the Capital and the country. In response to the City’s call for the Outstanding Progressive Character Essay Contest, each unit within the Cluster formulated plans to organize the competition, focusing on showcasing progressive exemplary figures and instances of “good people, good deeds” within the patriotism emulation movements of 2023.
Actively deploying emulation movements initiated by the Central and City authorities, such as commemorating the 75th anniversary of President Ho Chi Minh’s Call for Patriotic Emulation (June 11, 1948 – June 11, 2023), celebrating congresses of all levels of Trade Unions, and launching new emulation movements as directed by the Central Committee and in line with the developmental orientation of the Capital. These include the emulation movement “Promoting the development of synchronized, modern infrastructure; practicing thrift, combating waste in the City from 2022 to 2025” and the emulation movement “Implementing the conversion of public-sector units to financially autonomous entities in the City from 2022 to 2025.” Additionally, there is a focus on intensifying propaganda activities, publishing books and publications, organizing seminars, exchange meetings, and commending progressive exemplary figures, good people, and good deeds within patriotism emulation movements.
Continuing to implement solutions and measures to carry out practical and closely aligned emulation movements initiated by the Central and City authorities, ensuring alignment with the requirements of political tasks, objectives, and socio-economic development targets of the City, sectors, and units. The central focus includes the emulation movement to build a political system associated with the continued “promotion of learning and following the ideology, ethics, and style of Ho Chi Minh,” the “good people, good deeds” emulation movement, the movement “Officials, public servants, employees, and workers strive to implement corporate culture in offices and public places,” the movement “The entire population unites to build a cultural life,” the emulation movement “The entire people join forces to build a new countryside,” the movement “For the poor – leaving no one behind,” the emulation movement “Promoting administrative reform,” the emulation movement “Initiatives, innovation for the Capital,” promoting the development of digital infrastructure, fostering the application of science and technology. The emulation movement “Food safety,” the emulation movement “For the security of the Fatherland,” and the “Determination to Win” emulation movement. Actively participating in and responding to the ideological foundation defense essay contest for the 3rd Party Congress.
In addition to the emulation movements initiated by the City, based on their functions and assigned tasks, the units within the Cluster have launched and intensified specialized emulation movements in various sectors such as: The emulation movement in response to “Action Month, International Day, and People’s Anti-Drug Day on June 26, 2023.”; The “Gratitude for Favors, Repay Responsibilities” movement aimed at commemorating the Day of War Invalids and Martyrs (July 27, 1947 – July 27, 2023) by the Ministry of Labour – Invalids and Social Affairs; The emulation movement “Innovation and Creativity in Teaching and Learning” by the Ministry of Education and Training; The emulation movement “Innovating the Style and Service Attitude of Healthcare Officials, aiming for patient satisfaction” by the Health sector. These specialized emulation movements have been extensively implemented in each sector. Through these movements, numerous collectives and individuals have achieved outstanding results, earning commendations and awards from the Directors of the respective Departments. This recognition serves as motivation for officials, public servants, employees, and workers to strive and excel in fulfilling their assigned political tasks.
Overview of the Conference
The units within the cluster have developed and implemented 8 emulation models tailored to the specific characteristics of each unit, including: The Education and Training sector with the model “Schools collaboratively contribute to the development – Teachers share responsibilities” for the period 2022-2025; “Building a City database on self-assessment and quality accreditation of education institutions.”; Continuing the implementation and dissemination of the 7th “Dedicated and Innovative Hanoi Teachers” Award for the academic year 2022-2023; The Department of Labor, War Invalids, and Social Affairs implementing the model “Developing a flexible, modern, efficient, and sustainable labor market, contributing to solving employment issues for workers in Hanoi in 2023.”; The Department of Culture and Sports implementing the model: “Implementing measures to protect and promote the values of intangible cultural heritage recognized by UNESCO.”; The Department of Science and Technology with two models: advising the People’s Committee on building regulations for awarding the Capital Science and Technology Award and continuing to strengthen and enhance the effectiveness of innovative activities in Hanoi; The Department of Information and Communication with the model of promoting the implementation of the project “Enhancing positive information on the online space during the period 2022-2025,” issued according to Decision No. 3550/QD-UBND dated September 29, 2022, by the People’s Committee of the City.
Overall, in 2023, under the close attention and precise guidance of the City; there was a high level of consensus in the operational direction of the collective leadership of various units; coupled with the concerted efforts of officials, public servants, employees, and laborers across the sector, the emulation movements in carrying out political tasks at the unit level were widely organized. The content of the competitions was innovated, and aligned with the specialized missions of each unit, featuring diverse and rich forms, closely tied to the City’s themes for 2023. Units successfully implemented and organized tasks and plans assigned to the sector, ensuring the stipulated requirements, social welfare, and the well-being of the people were safeguarded, while culture, education, and healthcare continued to develop. Through patriotic emulation movements, many collectives and individuals with outstanding achievements in the competitions received timely commendations. The “Writing Competition on Exemplary, Progressive Models of Good People Doing Good Deeds” brought to light many advanced exemplary models, recognized and replicated widely, contributing positively to the successful execution of the political missions of each unit.
However, alongside the achieved results, the emulation and reward work of the Cluster in 2023 still faces certain existing limitations. Due to the specific nature of some units, the proposal for the title “Outstanding Citizen of the Capital” and spontaneous commendations is somewhat restricted. The organization of emulation movements in some agencies and units is uneven, still predominantly formal, and the effectiveness remains modest. The registration and implementation of specialized emulation topics and the development of models are still somewhat tentative.
Leveraging the achievements of the patriotic emulation movement in 2023 to contribute significantly to the successful realization of the economic and social development goals in 2024 and establish a solid foundation for the successful implementation of the 5-year economic and social development plan (2021 – 2026), Cluster 7 has outlined its strategic direction. In 2024, the units within the cluster commit to proactively align with the Resolutions, Programs, and Plans of the City Party Committee, the Municipal People’s Council, and the Municipal People’s Committee, demonstrating flexibility, adaptability, safety, and responsiveness to new circumstances. Units will take the initiative to formulate programs and plans for their respective sectors, fortifying determined solutions to strive for the achievement of economic and social development targets in 2024. They will also actively create accomplishments to celebrate major anniversaries of the Capital and the nation. The emphasis will continue to be placed on promoting the central emulation movements of the Central Government and the City, as well as specialized emulation movements in each sector, aligned with the political tasks and practical situations of each agency and unit. There will be an increased focus on spontaneous and specialized commendations. The execution of Directive No. 34-CT/TW dated April 7, 2014, from the Party Central Committee on “Continuing to Innovate Emulation and Reward Work,” will be steadfastly pursued. This directive underscores the responsibility of Party committees and party organizations in organizing emulation movements that are practical and effective. The dissemination of the state’s ideology, principles, policies, and laws regarding emulation and rewards will persist. Ensuring timely, accurate, fair, and transparent commendations, with a special emphasis on collective awards and direct labor contributions, aims to make emulation a genuine driving force, motivating officials, public servants, employees, and laborers to fulfill their assigned political tasks. Intensifying propaganda efforts, discovering, nurturing, and replicating advanced exemplary models will be a continued priority. The spirit of Directive No. 05-CT/TW of the Party Central Committee on “Studying and Following Ho Chi Minh’s Ideology, Ethics, and Style” will be maintained. Boosting the activities of the Emulation Cluster, enhancing coordination in task implementation among units within the Cluster, and contributing to the successful execution of political missions specific to each unit within the Cluster and the overall economic and social development goals of Hanoi will remain crucial.
Election of the new Cluster Leader of Cluster 7
During the conference, units deliberated and conducted evaluations, proposing commendations for the year 2023 for units within the cluster. Specifically, the proposal includes the City People’s Committee’s Flag for the Department of Education and Training, and Commendation Certificates for five units, namely the Department of Labour – Invalids and Social Affairs; the Department of Culture and Sports; the Department of Science and Technology; the Department of Information and Communication; and the Department of Health. The units within the cluster also unanimously agreed to appoint the Department of Health as the cluster leader and the Department of Culture and Sports as the deputy cluster leader of Cluster 7 for the year 2024.
