The activities are implemented to promote patriotic emulation movements, with the determination to excellently complete the assigned targets and tasks, celebrating the success of the 18th Hanoi Party Congress for the 2025 – 2030 term, towards the 14th National Party Congress; successfully organizing the election of the 16th National Assembly deputies and the deputies of the People’s Councils at all levels for the 2026 – 2031 term in the Capital.

The emulation subjects are collectives of departments, divisions, and units under the Hanoi Department of Culture and Sports. Individuals are officials, public servants, employees, and workers of the departments, divisions, and units under the Hanoi Department of Culture and Sports.
Regarding the emulation content: Focusing on 3 major content groups, including:
(1) Continue thoroughly understanding President Ho Chi Minh’s ideology on patriotic emulation; Directive No. 41-CT/TW dated December 26, 2024 of the Politburo on strengthening the Party’s leadership over emulation and commendation work in the new situation; Conclusion No. 01-KL/TW dated August 15, 2021 of the 13th Politburo on continuing to implement Directive No. 05-CT/TW on promoting studying and following Ho Chi Minh’s ideology, ethics and lifestyle.
Propose practical and effective measures and solutions so that the Emulation Campaign truly promotes dynamism, creativity, daring to think, daring to act, and taking responsibility for common missions of each agency, unit, each cadre, Party member, public servant, employee, and worker across the Department.
(2) Continue improving the effectiveness and efficiency of State management, administrative reform, and digital transformation; strengthening administrative discipline; building a government that serves the people and enterprises. Promote responsibility, innovation, and creativity; step up patriotic emulation movements across the Department with the highest determination to accelerate completion and exceed the development targets and tasks of the Sector in 2025 and the 5-year plan (2020 – 2025), creating a solid foundation for the new term.
(3) Continue strengthening extensive communication on the important significance of the 14th National Party Congress, the election of the 16th National Assembly deputies and the deputies of the People’s Councils at all levels for the 2026 – 2031 term. Focus on coordinating the preparation and successful organization of the election of the 16th National Assembly deputies and the deputies of the People’s Councils at all levels for the 2026 – 2031 term in the Capital, ensuring democracy, lawfulness, safety, thrift, making it truly a festival of the entire people.
To implement the plan, the Department of Culture and Sports will focus on deploying specific solutions such as:

Identifying, encouraging, commending, and promptly rewarding exemplary collectives and individuals in the Emulation Campaign. Focusing on rewarding collectives and individuals with valuable proposals, initiatives, and solutions in departments, divisions, and units, contributing significantly to the success of the 14th National Party Congress, the election of the 16th National Assembly deputies and the deputies of the People’s Councils at all levels for the 2026 – 2031 term.
The Emulation Campaign is implemented from November 2025 until the completion of the election of the 16th National Assembly deputies and the deputies of the People’s Councils at all levels for the 2026 – 2031 term in Hanoi.
The Department of Culture and Sports requests wide, practical implementation of the emulation movement associated with political and professional tasks of each department, division, and unit, ensuring practicality and effectiveness with diverse contents and forms; regularly inspecting and supervising the implementation of the emulation movement to promptly identify, commend, honor, encourage, and reward outstanding examples and collectives and individuals with achievements in the Emulation Movement as well as in scientific research, technological development, innovation, and digital transformation at the Department of Culture and Sports.
