Training on the Implementation of the Capital Law for Communal and Ward Cultural Officers

On October 14, at the Hanoi Museum, the Department of Culture and Sports organized a training conference on the 2024 Capital Law and documents guiding its implementation for cultural officers from 126 communes and wards across the city.

Speaking at the conference, Director of the Department of Culture and Sports Bach Lien Huong stated that the 2024 Capital Law introduces numerous new and breakthrough provisions on mechanisms, policies, decentralization, and delegation of authority. At the same time, it establishes a specific legal framework enabling Hanoi to achieve rapid, sustainable, modern, and civilized development, commensurate with its role as the national political-administrative center and a major city with international stature.

The Capital Law includes Article 21 regulating cultural and sports development, along with five additional articles and clauses related to the cultural and sports sectors. With these breakthrough provisions, the development of cultural industries is set a target to account for 8% of Hanoi’s GDP – a very large and significant goal that requires strong efforts and determination from the entire city.

In implementing the 2024 Capital Law, the Department of Culture and Sports has been assigned by the City People’s Committee to draft eight resolutions and one individual document, in accordance with Plan No. 31/KH-UBND dated February 4, 2025, on drafting and promulgating documents for implementing the Capital Law in 2025.

The Department has advised the City People’s Council to issue two resolutions concretizing the Capital Law: Resolution No. 24/2025/NQ-HĐND dated July 10, 2025, regulating the organization and operation of cultural industry centers in Hanoi; and Resolution No. 25/2025/NQ-HĐND dated July 10, 2025, on cultural and commercial development zones in Hanoi. By October 1, 2025, the City People’s Committee had also issued two plans to implement these resolutions.

The organization of the training conference aims to help officials, civil servants, and public employees in the cultural and sports sectors clearly understand and firmly grasp the core contents and new points of the Capital Law, thereby providing a basis for correct application and implementation in practical work and state management at agencies and units.

Director Bach Lien Huong requested delegates to focus on thoroughly studying the provisions of the 2024 Capital Law related to culture and sports in order to apply them effectively in practice; and to enhance the role and responsibility of heads of agencies and units in directing and organizing the implementation of the Capital Law and its guiding documents in the fields of culture and sports.

In addition, she emphasized the need to regularly review and assess the effectiveness of the Capital Law’s implementation and its guiding documents in the cultural and sports sectors, and to promptly propose solutions to difficulties and obstacles arising during implementation.

At the conference, delegates exchanged views, discussed issues, and sought clarification on difficulties encountered in implementing articles and clauses related to culture and sports under the Capital Law at the local level. Questions and concerns raised were addressed, with the aim of identifying the most effective approaches to implementing the Capital Law.
