With the desire to constantly update more knowledge and skills in leadership, direction, participation in the implementation of management, construction and implementation of conventions and village regulations at the grassroots level, on the morning of June 11, at the Center for Culture – Information and Sports of Tay Ho district, Hanoi Department of Culture and Sports organized a training conference to foster knowledge and professional expertise in the work of building and implementing conventions and village regulations for the districts of Ba Dinh, Hoan Kiem, Dong Da, Tay Ho, Hai Ba Trung, Hoang Mai, Thanh Xuan.
The conference welcomed Former Director of the Legal Department (Ministry of Culture, Sports and Tourism) Hoang Minh Thai; Deputy Head of the City Party Committee’s Mass Mobilization Commission Nguyen Thi Hue; Deputy Director of the Hanoi Department of Culture and Sports Tran Thi Van Anh. Delegates from Tay Ho district included Head of the District Party Committee’s Mass Mobilization Commission Bui The Cuong; Vice Chairman of the District People’s Committee Bui Thi Lan Phuong; Vice Chairman of the District Fatherland Front Committee Duong Viet Hung.
Conference Overview
Speaking at the opening of the Conference, Deputy Director of the Hanoi Department of Culture and Sports Tran Thi Van Anh said that the development and implementation of village and residential group codes and regulations in recent times have brought practical results to social management in residential communities, contributing to bringing the laws, guidelines and policies of the Party and State into life; improving the effectiveness of state management. Moreover, village codes and regulations also contribute to preserving and promoting good traditions and customs at the grassroots level; eliminating backward customs; forming social norms and values in accordance with the traditions and identities of the locality. In particular, through the implementation of village codes and regulations, democracy at the grassroots level has been promoted and expanded, new rural areas have been built; elegant and civilized Hanoians have been built; weddings and funerals have been carried out in a civilized manner, effectively promoting “All people unite to build a cultural life” movement.

“The conference is an opportunity for delegates to update themselves with the Central Government’s directive documents, to access in-depth content combined with practical experience from the grassroots. Through the knowledge and understanding exchanged and communicated at the conference, residential areas and residential groups will apply it to their local practical activities to most effectively implement the work of building and implementing conventions and village codes,” Ms. Tran Thi Van Anh emphasized.
Discussing the construction and implementation of village codes and conventions of residential groups in Tay Ho district, Vice Chairman of Tay Ho District People’s Committee Bui Thi Lan Phuong said that in Tay Ho district, the construction and implementation of village codes and conventions are carried out in conjunction with the implementation of “All people unite to build a cultural life” movement, “All people unite to build new rural areas, civilized urban areas” Campaign, the construction of “Skillful mass mobilization” models, building cultural wards, wards meeting the standards of “Civilized urban areas”, associated with the implementation of the Regulations on democracy in wards, socio-economic development, maintaining political security, social order and safety and environmental sanitation at the grassroots level… Tay Ho District People’s Committee has specifically directed and reviewed the construction and implementation of residential group conventions in 108 residential groups. The People’s Committees of 08 wards have developed implementation plans; Direct and guide residential groups to develop the content of the convention incorporating the provisions of the law and good customs, practices and lifestyles of the locality. The content of the residential group convention is publicly posted at the community center and held to solicit people’s opinions in accordance with the instructions, receiving the people’s consensus and support, demonstrating high democracy. In 2022, 108 residential group conventions that ensure quality, are concise, easy to understand, easy to remember and easy to implement, suitable for the characteristics of each locality were recognized and implemented. The conventions were set by the people themselves, discussed, debated and unanimously approved, in accordance with the law and good customs and practices of the locality, so they were voluntarily followed by all people… Many good practices, examples of good people and good deeds in implementing residential group conventions have brought the conventions into the lives of each person and each residential group in Tay Ho district. The implementation of conventions at the grassroots level has contributed significantly to preserving and promoting the traditions and good customs of the community.

“We are also deeply aware that the implementation of Decree No. 61/2023/ND-CP of the Government on the development and implementation of community conventions and codes is a very important and necessary content, serving as a basis for the effective implementation of the Grassroots Democracy Law in the coming time. At the same time, these are also important premises for the successful construction of a Ward meeting civilized urban standards in the area” – Ms. Bui Thi Lan Phuong further affirmed.
At the conference, representatives of residential groups in Ba Dinh, Hoan Kiem, Dong Da, Hoang Mai, Thanh Xuan districts also discussed the implementation and development of village codes and conventions with many innovations suitable for each residential area. In addition, delegates were also updated on the Central Government’s directive documents, especially the new points in Decree No. 61/2023/ND-CP of the Government on the development and implementation of village codes and conventions. In addition, delegates were also exposed to in-depth content combined with practical experience in implementing village codes and conventions in the area. Many good and creative ways were also suggested at the conference to supplement solutions for effective implementation of village codes and conventions.

Concluding the Conference, Deputy Director of the Hanoi Department of Culture, Sports and Tourism Tran Thi Van Anh highly appreciated the positive and urgent spirit in the implementation of the construction and implementation of conventions and village regulations of localities, especially of residential groups. Issues related to grassroots cultural life, especially the implementation of grassroots democracy regulations, have been effectively implemented… Through the models introduced at the Conference, especially through the discussion and clarification of the reporters, localities will gain more experience in the construction and effective implementation of village regulations and village regulations in residential groups.
During the June 12-13, the training conference to improve knowledge and professional skills on the work of building and implementing conventions and village codes will continue to be deployed to all districts, towns and cities in the City.
