In the past time, in the face of many controversies surrounding the statements and actions of artists, which are condemned by the public and show signs of violating the law, etc., the Ministry of Culture, Sports and Tourism has drafted a Code of Conduct for art practitioners.

The draft Code of Conduct for people working in the art field consists of 3 chapters and 11 articles, which are applicable to artists working freely as well as in public art units. These are also rules that require artists to behave culturally, preserve and promote traditional values, raise their sense of responsibility and improve ethical standards. It’s not just the code of conduct in professional activities, but more broadly, in social work, on social networks and in the media.

The draft general code of conduct for artists requires to strictly comply with the provisions of law in artistic activities and relevant legal provisions; respect the legitimate rights and interests of organizations and individuals; preserve the morality, image, style and prestige of art practitioners in accordance with the values, social ethical standards, fine customs and traditions, cultural traditions of Vietnam and the laws of the State; not cause damage the reputation of the collective, health, honor and dignity of others; promote personal responsibility; select and receive and process information civilly and effectively.

In addition, the draft also sets out separate codes of conduct in each field such as Rules in social work whereby artists are responsible for publicity and transparency of information in social activities, making a great contribution to the community and making a good impression on the people, promoting personal prestige to spread human values, good deeds, beautiful images, cultural behavior in society to the community.

When participating in advertising activities, artists must ensure to convey truthful, accurate and clear information about the utility and features of products and goods in accordance with the provisions of the law on advertising.

The draft also has rules that require artists not to post or spread illegal content, information that offends the honor and dignity of organizations and individuals, false and unverified information. The Ministry also issued a code of conduct in the press, media and social networks. Artists must be honest in speaking, expressing and sharing their views, not using offensive language which is contrary to fine customs and traditions when participating in press, media and social networking activities, not to entice, instigate, incite, create factions that cause disunity, or infringe upon the rights and interests of agencies, organizations and individuals, or affect security, national interests and public interests.

In addition, the draft also provides a number of other rules such as behaving towards colleagues whereby artists need to ensure solidarity, mutual affection and mutual love in art activities and life; and do not carry out acts of promoting, expressing opinions and commenting that cause conflict, attack, hate or unfair competition. For the public, artists need to be respectful, dedicated, respectful, polite and friendly and listen to the audience’s comments to improve themselves.

Currently, the Draft Code of Conduct for people working in the arts is being consulted by the Ministry of Culture, Sports and Tourism from six units, including the Cinema Association, the Fine Arts Association, the Dance Artists Association, and the Theater Artists Association, Photographers Association, Musicians Association. Hopefully, after completion, the Code of Conduct in professional activities for art practitioners will really promote its effectiveness as intended. It is to encourage artists to actively create cultural and artistic works of ideological and aesthetic value, constantly learn, cultivate knowledge, raise political awareness, professional qualifications and profession, be responsible for protecting and spreading good cultural and moral values, fight against evils in social life, contribute to dissemination and formation of good personality and living ideals in the community.
