Accordingly, in the Notice No. 233\/TB-UBND dated March 11, 2020, Hanoi People’s Committee assigns the Department of Planning and Investment to guide investors to shorten the name of pilot Scheme to be appropriate with a pilot project of renting the shared electric bikes and the application of information technology to serve management and operation, separated from information technology projects.<\/p>\n
Department of Planning and Investment, together with Department of Transport and People’s Committee of Hoan Kiem District, considers and provides advice on the location of bikes outside the walking street space to replace walking but to connect public passenger vehicles, and connect offices with trade centers and between commercial centers.<\/p>\n
The Hanoi People’s Committee also noted that the relevant departments should issue regulations on the use and the time for circulation of electric bikes in the area, which must be made public.<\/p>\n
Investors are proposed to develop processes, set up guidelines, build propaganda plans on the mass media about the process and guide people to rent the electric bikes. Electric bikes must be specifically designed and attached with the Hanoi city logo.<\/p>\n
According to the Hanoi Department of Planning and Investment, it is not a new model but has applied in many countries. This model helps people travel more conveniently from public vehicles points to offices, schools, hospitals and shopping malls. Having an electric bike also helps to save costs and travel time, and facilitate transition when users want to go to different points. The bike lessors will gather them at the parking lots, then manage them through the software application; the bike renters will make rental orders and payment on the app. There is an alert system to warn users who do not comply with the regulations, such as not returning bikes or parking bikes in the wrong places.<\/p>\n
