th<\/sup> session) requires all committees, party organizations, governments, the Fatherland Front and mass organizations at all levels to focus on well-performing several key tasks including:<\/p>\nTo strengthen the leadership of the Party Committees at all levels for the management and organization of festivals; to ensure the management and organization of festivals of each branch, locality and establishment following the provisions of law practically, efficiently, economically; to be consistent with fine customs, to promote the fine traditional cultural values of the nation, with high educational significance; to satisfy the cultural and spiritual needs of the people healthy.<\/p>\n
To reduce the frequency and time of organization, especially large-scale festivals; to restrict the use of state budget, to promote socialization of resources in organizing festivals. To continue to study, supplement and complete the planning, organize festivals, religious activities and entertainment activities in a reasonable and healthy festival; to prevent and overcome the situation of taking advantage of monuments, places of worship, festivals for self-seeking, propagating superstitions and organizing illegal activities. To strictly implement the management of burning votive paper; to manage and use Vietnamese currency during festivals under the law; to overcome the situation of placing merit boxes and placing arbitrary money; public and transparent management and use of merit money for conservation, embellishment and promotion of the value of monuments and festival organization. Do not abuse live television to mobilize sponsorship for the festival.<\/p>\n
To strengthen measures to preserve and protect monuments and landscapes; to ensure social security, order and safety, preventing and combating fire, explosion, and traffic safety; to overcome and to completely solve the traffic jam; to ensure food hygiene and safety, hygiene and environmental landscape at the festivals. To implement a civilized lifestyle in cultural activities, beliefs and festivals; to strictly manage service activities, publicly list service prices; to check and prevent commercial fraud on prices, service charges, fees, illegal circulation of cultural publications, etc.<\/p>\n
The review of 05 years of implementation of Directive No. 41-CT\/TW is implemented from the grassroots level, led and chaired by the party committee. Dependent and grassroots level units shall conduct a preliminary review, develop and complete the preliminary report to ensure the report outline and progress (affiliated units complete the report to submit before June 5, 2020; at the grassroots level, completion time will be decided by the immediate superior). City-level units shall organize preliminary conferences (can be integrated with other contents) to ensure progress (complete and send reports before June 15, 2020).<\/p>\n
