This circular is applied to the cultural centre belonging to the municipal\/provincial department of culture, sports and tourism, and the department of culture and sports under the central government (hereinafter called provincial level cultural centre). The cultural and sports institutions under the control of the ministries, branches, political organizations, socio-political organizations, armed forces, organs, units, businesses and other cultural and sports institutions are subject to the provisions of this circular, and other regulations provided by the Party and relevant laws.<\/p>\n

Accordingly, the provincial cultural centre has the state managerial tasks and rights as follows<\/strong>: building workplans and operation norms (mobile propaganda, film shooting, art performance and other activities); organizing training courses and \u00a0exhibitions; disseminating cultural art works; building cultural art models; collecting, renovating, conserving and promoting the intangible cultural values in the communities…<\/p>\n

The provincial cultural centre has the state managerial tasks and rights to provide occupational public services as such<\/strong>: Organizing and participating in cultural, arts activities; contests, mass cultural festivals; mobile propaganda; visual propaganda in service of the political missions; other occupational public services endorsed by the competent authorities.\u00a0 Providing cultural, arts, propagational services; exhibition, advertisment, entertainment and other services.\u00a0 Entering into joint ventures, collaborating with organizations and individuals to carry out the cultural, sports, tourism, entertainment and recreation services in accordance with the laws and regulation. Undertaking cooperation and exchange of expertises with the related units at home and abroad;…<\/p>\n

Provincial cultural centre, other than its duties and rights in state management, is entitled to be involved in additional occupational public services in cinematography, performing arts.<\/em><\/p>\n

Apart from the above tasks and rights, the provincial cultural centre is entitled to having the following responsibilities and rights<\/strong>:<\/p>\n

– Managerial tasks in the areas of cinematography and performing arts;<\/em><\/p>\n

– Cinematography public services:<\/em> Producing and disseminating films, and cinematographic entertainment services; conducting propaganda and film shooting at the events and for the national and local political tasks as well as public spectators; inspecting and screening contents and business activities of the video disks, publications…<\/p>\n

– Public services in performing arts<\/em>: Organizing composing, staging and performing activities of professional arts programmes in service of the local political missions; taking part in the professional art contests and festivals held nationally and internationally by the Ministry of Culture, Sports and Tourism.<\/p>\n

This Circular comes into force as of the date 19 November 2021, replacing the Circular No. 03\/2009\/TT-BVHTTDL dated 28 August 2009 issued by the Ministry of Culture, Sports and Tourism providing functional duties and rights, and structure of the municipal\/provincial Cultural Centre under the central government.
