For this purpose, to continue to implement the Decision No. 522\/QD-UBND dated January 25, 2017 made by Hanoi City People\u2019s Committee on promulgating the Code of Conduct for cadres, civil servants, public employees, and employees in agencies under Hanoi city, the Code of conduct in public places in Hanoi city, and relevant guiding documents, Thanh Xuan District People\u2019s Committee requires departments, divisions, units, and schools in the district and People\u2019s Committee of 11 wards to focus on directing the effective implementation of the City\u2019s Codes of Conduct, tightening administrative discipline, improving the effectiveness and efficiency of the government apparatus at all levels, and clearly defining the responsibilities of the head in the application of codes of conduct to localities, agencies, and units.<\/p>\n

In addition, the district has also strengthened propaganda and mobilization of all classes of people, union members, and team members of socio-political organizations from the district to grassroots level to well comply with the City\u2019s Codes of Conduct, through various practical and diverse forms of propaganda such as broadcasting on radio system of the People\u2019s Committee of 11 wards; posting in portal\/website of district\/wards; holding conferences, activities of agencies, units, residential groups, residential areas, etc. in order to spread good deeds and images in the residential community and at the workplace. Besides, visual propagation of the Codes of Conduct is also conducted at visible places such as head office, bulletin boards, cultural houses, etc.).<\/p>\n

Furthermore, the implementation of the Codes of Conduct in public places has been incorporated into guidelines for implementation of the movement \u201cAll people unite to build a cultural life\u201d, and rules and conventions of communities. The Codes of Conduct have also been posted in public places such as departments, divisions, branches, mass organizations, agencies, units, schools, belief and religious establishments, flower gardens, parks, commercial centers, supermarkets, markets, apartment buildings, collective quarters, etc.<\/p>\n

In addition, Thanh Xuan district also notifies mail address and telephone numbers for organizations, individuals and residents to give their opinions on the compliance with the Codes of Conduct in their district. Regular and irregular inspection of the performance of official duties by officials, civil servants, public employees, and employees in agencies under the district has been carried out, focusing on the Citizen Reception Departments. Periodic preliminary assessment of the implementation of the Codes of Conduct is held every 6 months or annually).<\/p>\n

Previously, Thanh Xuan District People\u2019s Committee also proposed the Fatherland Front Committee, district socio-political organizations, departments, divisions, agencies, units, schools and People\u2019s Committees of 11 wards to strengthen the inspection and supervision of, and inclusion of 02 Codes of Conduct in the emulation evaluation criteria, with reward and punishments being applied; enhance the role and responsibility of the head in the implementation of 02 Codes of Conduct; and mobilize their family members and relatives to perform the Codes.<\/p>\n

To strengthen the implementation of 02 Codes of Conduct by officials, party members, and people in the area, associated with the implementation of emulation movements and campaigns to raise awareness and self-discipline among cadres, party members, and people. To include the implementation criteria of 02 Codes of Conduct in the consideration of cultural titles, building a civilized city; to include the content of the Code of Conduct for cadres, civil servants, public employees, and employees in agencies and the Code of Conduct in public places in the regulations of agencies and units, and internal rules of residential groups; to conduct inspection, supervision, and handle any violating cadres and party members.<\/p>\n

Schools in the area should conduct propaganda of the codes of conduct with such content, by such methods, and in such forms suitable for each object and each grade level. In particular, for preschool educational institutions, focus should be placed on child care and education activities, and courses that form children\u2019s sense of politeness, respect and love for their teachers, grandparents, parents, etc. For secondary and high education, it is necessary to innovate teaching methods of subjects like Ethics, Civics, Political Education, Literature, History, etc., paying special attention to experiential methods, practice activities of life skills, legal knowledge, civic responsibility, and so on. In addition, it is also required to apply various forms of behavioral education through collective activities, clubs, contests, forums, etc.<\/p>\n

In addition, the District People\u2019s Committee requested units and the People\u2019s Committees of 11 wards to strengthen the direction of environmental sanitation, so that regular and periodic cleaning is maintained, especially in cultural and sports areas, main roads and streets, belief and religious establishments, schools, etc.<\/p>\n
