The inspection team observed the one-stop divisions at Dang Xa Commune (Gia Lam), Long Bien District, and Thanh Oai District. In Dang Xa and the Long Bien and Thanh Oai local government offices, the one-stop division staff were noted for their professionalism and friendliness. The offices featured well-organized, spacious environments with ample greenery, and the codes of conduct were displayed on durable mica materials instead of flex banners, enhancing their aesthetic appeal. In particular, Long Bien\u2019s one-stop division provided visitors with a highly professional experience. Individuals could obtain a ticket, receive a vibrating notification device for their turn, and enjoy courteous service from the staff, even during busy periods. Additionally, each service area\u2019s procedures were accessible via QR codes, allowing residents to scan and access information without prolonged waiting quickly.<\/p>\n

According to Nguyen Huu Thang, Deputy Head of the Long Bien District Office of Culture and Information, to build a professional administrative environment and foster a sense of responsibility and awareness among officials, civil servants, and employees regarding workplace conduct, Long Bien District has vigorously promoted the \u201cOfficials and Civil Servants Emulate Civil Service Culture\u201d campaign. Communication efforts have been ramped up, with 100% of personnel across all levels committing to the two codes of conduct as a core and ongoing responsibility. The district has collectively aimed to create a democratic, cultured, friendly, and modern workspace, embodying green, clean, safe, and scientifically organized principles within all public offices.<\/p>\n

Creating Positive Change to Enhance Heritage Value and Develop Tourism<\/em><\/strong>
\nAt heritage sites visited by the inspection team, each site has been digitally coded with QR codes to provide visitors with detailed information about the historical locations. For instance, at the Den-Ba Tam Temple and Pagoda complex in Duong Xa Commune, Gia Lam, Vu Thi Lan Anh, Vice President of the Gia Lam Women\u2019s Union, shared that local women members have united to establish and implement a waste sorting model at the source within these Historical Relics. This initiative has yielded tangible results, especially at popular pilgrimage destinations, creating a greener, cleaner environment and making waste collection more efficient.<\/p>\n

Bui Thi Loi, Deputy Head of the Gia Lam District Office of Culture and Information, further explained that the \u201cCultural-Historical Relics \u2013 Safe and Attractive Destinations\u201d model has been maintained at 47 heritage sites and clusters, with new implementations at 38 sites, and an additional 19 sites slated for 2024. The implementation of this model has received focused attention from the People\u2019s Committees of communes and towns, site management boards, village heritage committees, and neighborhood groups, resulting in positive changes that enhance heritage values and support the tourism development of Gia Lam. In managing heritage sites and festivals, awareness campaigns and model implementation across villages and neighborhoods, along with criteria for heritage site caretakers and visitors, have effectively made these sites safe, attractive destinations.<\/p>\n

Reducing Negative Behaviors in Market Culture<\/em><\/strong>
\nThe \u201cCivilized, Safe, and Effective Market\u201d initiative, a collaborative effort involving multiple departments and organizations, has led to notable improvements. At Kim Quan Market in Viet Hung Ward, Long Bien, stalls are organized into designated sections by product category, and each kiosk is numbered with the vendor\u2019s name and contact information, ensuring accountability for food safety. Goods are neatly displayed on high shelves, promoting cleanliness and enhancing the market\u2019s visual appeal. These outcomes stem from the close collaboration between district departments and the Women\u2019s Union in implementing the \u201cCivilized, Safe, and Effective Market\u201d model.<\/p>\n

Kim Quan Market (Viet Hung Ward, Long Bien)<\/em><\/p>\n

Dao Thu Hai, President of the Long Bien Women\u2019s Union, shared that to implement the \u201cCivilized, Safe, and Effective Market\u201d model, Kim Quan Market has undergone environmental improvements, including the addition of hanging flower baskets and potted plants, the display of a Code of Conduct Board, the installation of a reusable plastic bag system, and a designated Recyclable Waste Collection Point. The Women\u2019s Union has also organized mobile teams to promote public conduct guidelines within the market, conducted training on civil market behavior, and encouraged vendors to adopt respectful communication practices, avoiding aggressive customer solicitation, adhering to listed prices, and ensuring food safety and product origin transparency. Additionally, fire prevention training sessions have been held for female vendors to enhance safety awareness. This model is proving successful, making traditional markets cleaner, greener, and more orderly while reducing negative conduct within the market culture, setting a foundation for expansion throughout the district shortly. Currently, the model is being piloted in Thuong Thanh Market in Thuong Thanh Ward and Kim Quan Market in Viet Hung Ward.<\/p>\n

The inspection team commended the positive outcomes achieved through model implementation across localities, emphasizing that these results reflect the strong commitment of Party committees, local governments, and the collaborative efforts of departments and organizations. The team expressed the hope that successful models will be further expanded, fostering a cultural shift among officials and residents toward adherence to conduct guidelines. The team also urged localities to intensify public conduct awareness efforts, especially at key public venues like heritage sites and markets, and to develop concrete plans for model expansion. Effective model execution will require close coordination among departments and organizations to maximize outcomes.<\/p>\n
