The implementation of models such as the \u201cCivilized, Safe, and Efficient Market\u201d and \u201cHistorical Cultural Relics \u2013 Safe and Attractive Destinations\u201d has seen numerous innovative updates at the grassroots level, bringing about positive results in shaping cultural standards among citizens and market vendors. These initiatives contribute to building a refined, civilized Hanoi.<\/strong><\/p>\n

On August 6, the City\u2019s Interdepartmental Inspection Team conducted an inspection in Hai Ba Trung District regarding the adherence to the Code of Conduct Code by officials, public employees, and workers in Hanoi-based agencies, as well as the Code of Conduct in Public Places across the city.<\/p>\n

At Hom Market, the inspection team noted that the Code of Conduct in Public Places in Hanoi is displayed at the market entrance. Furthermore, individual business stalls prominently feature the Code of Conduct in Public Places, making it easy for everyone to observe. Banners with messages like \u201cstrictly enforce action against organizations, individuals, and businesses violating safety and food regulations\u201d are also prominently displayed. In the market\u2019s parking area, vehicles are neatly arranged, prices are transparently posted, and staff wear identification badges.<\/p>\n

The Inspection Team Conducts Fieldwork at Hom Market (Hai Ba Trung District)<\/em><\/p>\n

Deputy Head of the Hai Ba Trung District Office of Culture and Information, Thanh Thi Kieu Oanh, explained that the district\u2019s People\u2019s Committee has provided training on the Code of Conduct to market management boards. They employ audio announcements across market broadcasting systems and incorporate the Conduct Code into market regulations, displaying it in central areas so both buyers and sellers can easily see and follow it. Market management boards distribute printed copies of the Code of Conduct in Public Places for vendors to post in their shops. Market management boards actively promote friendly customer interactions, clearly displaying product prices and origins, and refraining from the use of harmful chemicals. Additionally, they have arranged for business operators to sign commitments with relevant authorities, pledging to comply strictly with legal regulations in trading activities. The Women\u2019s Union has engaged in outreach, encouraging female members working in the market sector to uphold civilized trade conduct, aligned with the four key ethical qualities: Confidence, Self-respect, Integrity, and Responsibility. Vendors exchange knowledge and experiences on practicing civilized business conduct within the market, including organizing goods neatly for easy viewing and access, engaging respectfully with customers and colleagues, avoiding excessive price inflation, maintaining environmental cleanliness, and adhering to fire prevention and market security protocols. Furthermore, they strictly follow state regulations on market activities, such as clearly posting prices and adhering to them, selling goods with clear origins and quality assurance, and refraining from trading contraband or counterfeit products.<\/p>\n

The inspection team works with Hai Ba Trung District.<\/em><\/p>\n

During inspections at historical sites in Hai Ba Trung District, the Inspection Team noted significant positive changes in the Code of Conduct in Public Places implementation, linked to the \u201cHistorical-Cultural Relics \u2013 Safe and Attractive Destinations\u201d model. The district has undertaken the project \u201cEstablishing a Database and Building a Management System for Historical Sites in Hai Ba Trung District to Promote Cultural Value and Tourism Development.\u201d This initiative involves several key tasks: digitizing documents to create a data repository, developing 3D digital representations of artifacts and site landscapes, establishing management software for data access and sharing, and building IT infrastructure to store and manage the digital database. Additionally, the district has launched a \u201c360-Degree Historical Sites of Hai Ba Trung District, Hanoi\u201d website to commemorate the 63rd anniversary of Hai Ba Trung District (1961\u20132024).<\/p>\n

The Hai Ba Trung District Youth Union has also formulated a plan to execute the \u201cApplication of Information Technology in Promoting Historical Relics of Hai Ba Trung District, 2021\u20132025.\u201d This project aims to digitize data from key historical landmarks and coordinate with Youth Unions from universities in the district to create QR codes for these sites. Since 2021, they have successfully introduced 26 QR codes across 28 historical sites for public use.<\/p>\n

Through inspections, the team praised the district\u2019s effective implementation of both Codes of Conduct, particularly for the innovative approach in the \u201cHistorical-Cultural Sites \u2013 Safe and Attractive Destinations\u201d model. However, the team also advised the district to focus on fire prevention and control measures at local markets. Nguyen Thi Viet Ha, Deputy Head of the Division for Building Cultural Lifestyles and Families (Hanoi Department of Culture and Sports), requested the district to enhance its reports with specific data that highlights the achievements in this area. She further encouraged regular public outreach, monitoring, and reminders across neighborhoods to ensure that the Code of Conduct integrates into daily life, fostering a culture of courtesy and refinement among Hanoi residents.<\/p>\n
