<\/p>\nOn the morning of November 14, 2024, the Member of the Central Party Committee, Deputy Secretary of the Hanoi City Party Committee, and Chairman of the Hanoi People\u2019s Committee, Tran Sy Thanh, chaired the online meeting of the Hanoi City People\u2019s Committee for its regular session in November 2024. The meeting aimed to review several items for the upcoming Hanoi City People\u2019s Council session and to follow the 2024 working program of the Hanoi People\u2019s Committee.<\/p>\n
The meeting was attended by members of the Hanoi City Party Standing Committee, including Deputy Chairman of the Hanoi People\u2019s Committee, Nguyen Trong Dong, and Duong Duc Tuan.<\/p>\n
During the session, the Hanoi People\u2019s Committee reviewed and approved several proposals to be presented to the City People\u2019s Council for the issuance of resolutions. These resolutions included regulations on the delegation of rights for managing and exploiting valuable architectural works, as well as cultural and sports infrastructure projects under the city\u2019s management (pursuant to Clause 4, Article 41 of the Capital Law); and regulations regarding the use of public assets at public service units for business, leasing, joint ventures, and partnerships (in line with Clause 4, Article 41 of the Capital Law).<\/p>\n

The meeting reviewed the City People\u2019s Committee proposals for resolutions to define the authority to approve the tasks and estimates for the Hanoi City budget related to procurement of assets and equipment for government agencies and units under Hanoi\u2019s jurisdiction.<\/p>\n
The City People\u2019s Committee also reviewed proposals to present to the People\u2019s Council resolutions regarding procedures for adjusting the environmental zoning in the Capital Planning, as well as the adjustment of urban planning and specialized infrastructure planning approved by the Prime Minister.<\/p>\n
Other key proposals included resolutions on halting the supply of electricity and water services in certain areas of Hanoi and setting additional income levels for civil servants and employees working in government agencies and public organizations within Hanoi<\/p>\n

Overview of the meeting<\/p>\n
The Hanoi People\u2019s Committee reviewed a proposal to the City People\u2019s Council for the issuance of a resolution regarding the additional income for officials, civil servants, and public employees working in government agencies, political organizations, the Vietnam Fatherland Front, political-social organizations, and public service units fully funded by the state budget under Hanoi\u2019s management.<\/p>\n
Regarding other matters within its authority, the Hanoi People\u2019s Committee reviewed a resolution concerning the recognition of honorary citizens of Hanoi, as well as resolutions on the establishment, reorganization, or dissolution of specialized agencies and administrative organizations under the Hanoi People\u2019s Committee, and at the district, town, and city levels within Hanoi. The meeting also reviewed a resolution regarding the procedures for establishing or dissolving public service units under the Hanoi People\u2019s Committee.<\/p>\n
Additionally, the meeting considered a resolution authorizing the delegation of administrative procedures from the Chairman of the commune-level People\u2019s Committee to civil servants at the commune level in Hanoi. Another resolution examined involved fixed-term contracts for certain professional positions within specialized and administrative agencies under the Hanoi People\u2019s Committee and the district-level People\u2019s Committees.<\/p>\n
Furthermore, the Hanoi People\u2019s Committee reviewed a resolution regarding the delegation of authority by the Hanoi People\u2019s Committee and its Chairman to project management boards and directors of investment projects under the committee\u2019s jurisdiction. The committee also looked at a resolution on transferring civil servants from commune, ward, and township positions to administrative civil servant roles, as well as matters related to the recruitment, use, and management of civil servants at the commune level in Hanoi.<\/p>\n
