Illustrative photo<\/em><\/p>\n Council Establishment Authority<\/em>: The circular stipulates that the Art Council of the Ministry of Culture, Sports, and Tourism is established by the Minister of Culture, Sports, and Tourism, with a minimum of seven members. Provincial or city councils are established by the Chairman of the Provincial or City People\u2019s Committee, with a minimum of seven members as well.<\/p>\n <\/p>\n Under this new circular, the Art Council of the Department of Performing Arts, the Art Council of Provincial Departments of Culture, Sports and Tourism, and other sector-specific councils at both the central and local levels, including those from art units within the armed forces, are abolished.<\/p>\n Composition, Structure, and Term of the Council<\/em>: Circular 08\/2024\/TT-BVHTTDL stipulates: The Art Council will consist of representatives from state agencies, managers, and experts with recognized experience in the performing arts field. Functions and Duties of the Council:<\/em> The Council serves as a consultative body for state agencies with authority over performing arts activities. Its responsibilities include analyzing, assessing, and advising on performances using state budget funds, as requested by the relevant authorities. The Council also provides evaluations on performing arts activities based on requests from state agencies managing the sector prescribed in Decree No. 144\/2020\/ND-CP of the Government regulating performing arts activities.<\/p>\n Council\u2019s Working Principles<\/em>: The Council works based on the principles of democratic centralism, with decisions made by a majority vote. The Council President can, when necessary, make decisions without convening a meeting, obtaining written opinions from members.<\/p>\n Council members must fulfill their responsibilities and are accountable for their opinions. Members who have a personal stake or are involved in creative content related to the performance should not participate in advising on those activities.<\/p>\n Council meetings require at least two-thirds of the members to be present. Decisions are made through discussions, votes, or polls. In the event of a tie, the decision will be made by the Council President (or an authorized Vice-President).<\/p>\n Opinions of Council members are recorded in the meeting minutes and stored with the relevant government agency.<\/p>\n The Council is required to meet annually to review its operations and report on its activities to the body that established it.<\/p>\n Circular No. 08\/2024\/TT-BVHTTDL will come into effect on December 10, 2024.
