With the goal of raising awareness among officials, public employees, and civil servants about the role and position of digital transformation in the socio-economic development of the capital in general, and of Hanoi\u2019s Culture and Sports sector in particular, the Hanoi Department of Culture and Sports issued Plan No. 677\/KH-SVHTT on November 11, 2025, regarding digital transformation and building a smart Hanoi in 2025.<\/em><\/strong><\/p>\n

Digitizing Heritage Documents<\/em><\/p>\n

The plan is implemented to concretize and clearly define work content associated with the assignment of specific tasks and responsibilities for each department, office, and unit under the Department in implementing Resolution No. 57-NQ\/TW, Resolution No. 18-NQ\/TU, Plan No. 239\/KH-UBND, and Plan No. 217\/KH-UBND according to a suitable roadmap. At the same time, it includes measures to organize implementation in a scientific, decisive, synchronous, and effective manner, striving to the highest effort to contribute to the successful achievement of set goals and tasks.<\/p>\n

The plan consolidates and inherits all targets and tasks regarding information technology application and digital transformation in programs and plans issued by the City and the Department; it is adjusted and supplemented in accordance with practical conditions, ensuring clarity of tasks, responsibility, authority, timeline, and results.<\/p>\n

Applying Digital Transformation in the Heritage Sector<\/em><\/p>\n

Regarding digital government development, the Department aims to achieve the following main objectives and targets: <\/strong><\/p>\n

100% of internal processes in administrative procedures in the fields of culture, sports, and family under the Department\u2019s authority, as approved by the City People\u2019s Committee, to be registered and applied electronically on the City\u2019s administrative procedure information system.<\/p>\n

100% of transaction records successfully conducted online through the public service portals already in use.<\/p>\n

Strive for 100% of the Department\u2019s administrative procedures eligible under the law to provide full online public services and be integrated into the National Public Service Portal.<\/p>\n

Strive for 75% of the Department\u2019s administrative procedure records to be processed entirely online.<\/p>\n

100% of citizens and businesses using online public services provided by the Department to be identified and authenticated uniformly across all government information systems.<\/p>\n

70% of leadership, management, and internal governance activities of the Department\u2019s offices and units to be conducted on an integrated work management platform.<\/p>\n

100% of documents exchanged between offices and units under the Department; and between the Department and other city administrative agencies to be in electronic form on the City\u2019s document and operation management software system (excluding confidential and top-secret documents).<\/p>\n

100% of the Department\u2019s offices and units to deploy and use the City\u2019s shared software.<\/p>\n

100% of personnel records for officials, public employees, and managers of the Department\u2019s public service units to be managed online (City Human Resource Management Software).<\/p>\n

100% of competitive bidding packages, small-scale tenders, open bidding, and restricted bidding to be conducted online.<\/p>\n

Strive for 100% of the Department\u2019s offices and units to update, edit, and standardize asset information in the National Public Asset Database (Version 4.0 of the Ministry of Finance software) and to accurately declare public asset information under their management, ensuring consistency with official records and reports.<\/p>\n

Strive for 100% of the Department\u2019s periodic reports (excluding confidential content) to be updated and shared on the City\u2019s reporting information system, the Ministry of Culture, Sports, and Tourism system, and the Government\u2019s reporting system to effectively support management and leadership activities.<\/p>\n

50% of inspection activities conducted digitally via the Department\u2019s information systems.<\/p>\n

Strive for at least 80% of the Department\u2019s archival documents to be created electronically.<\/p>\n

Strive for at least 90% of the Department\u2019s archives to follow digital exploitation and usage procedures (except where otherwise stipulated by law).<\/p>\n

Strive for 100% of electronic archival database systems in the Department\u2019s offices and units submitted to the City Historical Archive to be integrated into the City\u2019s electronic archival database management system.<\/p>\n

100% of IT and information security staff to receive training and capacity building on network security knowledge, skills, and techniques.<\/p>\n

100% of officials, public employees, and civil servants to receive basic digital skills training.<\/p>\n

100% of officials, public employees, and civil servants to receive training in data analysis, exploitation, and digital technology skills.<\/p>\n

100% of offices, departments, and units to be equipped with synchronized LAN and wireless (Wi-Fi) networks in meeting rooms, halls, corridors, and the Department\u2019s yard.<\/p>\n

100% of officials, public employees, and leaders of public service units under the Department to be provided with computers.<\/p>\n

100% of computers to have anti-malware software installed.<\/p>\n

100% of the Department\u2019s units to develop, deploy, and use their electronic information portals (websites).<\/p>\n

100% of the Department\u2019s websites and electronic information portals of its units to be evaluated for information security and given network trust labels.<\/p>\n

Regarding digital economy: over 35% of the Department\u2019s public service units to pilot new models and solutions using digital platforms to promote digital transformation and digital economy development.<\/p>\n

Applying Science and Technology in Developing Cultural Products <\/em><\/p>\n

Regarding digital society: 100% of registered, recognized, and classified heritage documents of Vietnam have been digitized and are present in the digital environment.<\/p>\n

Accordingly, the Department has specifically assigned tasks for digital government development, including groups of activities such as: propaganda, dissemination, raising awareness for officials and civil servants; building and completing mechanisms and policies; developing digital infrastructure; developing platforms and systems; developing digital data; developing application services and ensuring information security; simultaneously implementing synchronized measures for leadership and administration; strengthening communications; and several other solutions\u2026<\/p>\n
